The U.S. legislators may have incorrectly incorporated outlooks on liberty and natural law associated with the Patient Protection and Affordable Care Act (ACA) of 2010. The purpose of this case study was to use Kersch's conceptualization of declarationism and Hayek & Kamowy's construct of socialism to examine whether the ACA incorporates principles associated with the natural right of liberty as promoted by the Founders of the United States. Following the 1999 Columbine High School shooting, it was hypothesized that offenders used knowledge gained from news media reports about previous events to plan mass shootings. Although researchers have studied active shooter events, little research has been conducted on the factors that influence an active shooter's decision and ability to carry out such events. The paper presents an approach, based on business processes, assessment and control of the state of the state institution, the social insurance Fund. The paper describes the application of business processes, such as items with clear measurable parameters that need to be determined, controlled and changed for management. The example of one of the business processes of the state institutions, which shows the ability to solve management tasks, is given. The authors of the paper demonstrate the possibility of applying the mathematical apparatus of imitative simulation for solving management tasks.

This thesis takes an unconventional approach to environmental racism. Through the lens of white privilege and racial capitalism, I analyze hazardous waste procedures, work site dynamics, and governmental enforcement. Southeast Los Angeles encompasses 26 neighborhoods and the communities racial demographic is 85.8% people of color. The region is home to an abundance of hazardous waste generators, and the area is disproportionately burdened by pollution compared to the rest of LA County. The major transit systems operating in San Francisco are San Francisco Municipal (MUNI), Bay Area Rapid Transit (BART), and Caltrain. The system of interest for this paper is MUNI, in particular the bus and light rail systems. During the past decade transit ridership in the area has experienced diverging growth, with bus ridership declining while rail ridership is growing significantly (Erhardt et al. 2017). Our data show that between 2009 and 2016, MUNI rail ridership increases from 146,000 to 171,400, while MUNI bus ridership decreases from 520,000 to 450,000. Technological advances have created new avenues for the perpetration of sexual violence. The widespread availability of cameras has made it easier to take covert recordings of an individual’s intimate body parts, and whether sexually explicit images are recorded with or without an individual’s consent, growing access to the Internet has facilitated the nonconsensual dissemination of those images. This research produces original empirical estimates of Hispanics in Florida’s Dept. of Corrections (FDOC) and uses those estimates to measure the impact felony disenfranchisement is having on Hispanics in Florida. Research institutions find that data on Hispanics in the criminal justice system, particularly in Florida, is either lacking or inaccurate. This research addresses this problem by applying an optimal surname list method using Census Bureau data and Bayes Theorem to produce an empirical estimate of Hispanics in FDOC’s data. With GDP growth for the 2016 fiscal year reported at 6.7%, it appears that the Chinese economy has departed from the three-decade period in which GDP growth averaged plus-10%. While both academic journals and media outlets have accredited this slowdown to a variety of factors, existing research has failed to conflate the economic and political factors into a comprehensive explanation. Despite convincing evidence of the polygraph instrument's lack of scientific validity and reliability in assessing deceptiveness in individuals, public-sector organizations in the United States continue to use the polygraph examination as a pre-employment screening tool. In addition to its lack of acceptance in the scientific community, little is known about the effectiveness of polygraph examinations, given as part of pre-employment screening, in predicting future misconduct in law enforcement officers. This study addresses these questions by analyzing the contents of annual State of the State addresses given by governors from 2012 to 2014 during the presidency of Barack Obama. Many California community colleges face difficult decisions when implementing the State's shared governance mandate on institutional planning and budgeting processes. Using Allison and Zelikow's rational, organizational, and political decision models as the foundation, the purpose of this narrative study was to explore decision processes used by a successful community college district in California to understand its success with the State's mandated institutional planning and budgeting processes. Data were collected through semistructured interviews with 10 individuals representing a board of trustees, 3 administrations, 3 academic senates, and a faculty association.
