School Choice Demonstration Project
Public charter schools are a growing part of K-12 education. Charter schools are public schools that are granted operational autonomy by their authorizing agency in return for a commitment to achieve specific performance goals. Like traditional public schools, charter schools are free to students and overseen by the state. Unlike traditional public schools, however, most charters are open to all students who wish to apply, regardless of where they live. If a charter school is over-subscribed, usually random lotteries determine which students will be admitted. Most charter schools are independent of the traditional public school district in which they operate.

Ontario municipalities of all sizes face pressure to “do more with less.” Commissioned by the Ontario Ministry of Municipal Affairs, this Resource Guide provides municipal officials with single-source information about a range of current leading practices in cost savings in small and mid-sized Ontario municipalities. Municipalities across the province are continually developing innovative practices that save costs without incurring service level reductions. Most of these practices involve small-scale initiatives that result in modest savings. Article 33 of the 1951 Convention Relating to the Status of Refugees states that host nations shall not expel or return a refugee to their home nation ‘where his life or freedom would be threatened.’ However, as demonstrated in three contemporary case studies in protracted displacement the interests of the sovereign state drive nations to craft strategies to limit cross-border refugee mobility. The refoulement of refugees escaping drug cartel violence throughout the Americas, internally displaced Haitians, and Syrian refugees in Jordan are all ‘managed’ by one of two methods. Medicaid and the Children’s Health Insurance Program (CHIP) have played a critical role in ensuring access to health insurance coverage among children and have been particularly important sources of coverage for rural children. More than 35.5 million children were enrolled in Medicaid or CHIP in September 2016—accounting for just over half of total Medicaid and CHIP enrollment. Given the large proportion of rural children covered by public insurance, it is critically important to understand the role of that coverage in ensuring access to affordable healthcare for rural children. Using data from the 2011-2012 National Survey of Children’s Health, this study …

This report provides the results of a recent community survey in Bend Oregon. The purpose of the survey was to provide feedback on the Bend Police Department's recent performance in achieving their community-oriented goals from the agency's 2015-2020 strategic plan. Most of the residents surveyed report feeling safe in the city and the police received high performance ratings for being available when needed, dealing with problems that impact public safety, and for reducing crime. Likewise, residents who had been contacted by the police during traffic stops or investigations rated these interactions positively. Specific recommendations are offered in the report with …

As identified through quantitative and qualitative research, as well as through personal narratives and experiences, mental health resources and awareness at Syracuse University could be drastically improved. This project’s objective is to evaluate these mental health resources on Syracuse University campus and to offer recommendations to improve said resources and build awareness. This has been done through Mental Health Awareness Week and a Mental Health Report with additive research through an annotated bibliography. My research analyzes the intersection between culture and activism, through oral histories with participants and organizers of SoMa Pilipinas, the Filipino cultural heritage district in the South of Market neighborhood of San Francisco. I analyzed the impact of the establishment of the Filipino cultural heritage district on the Filipino community in the South of Market neighborhood. Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. The dissertation’s three essays 1) offer both theoretical and methodological means to enact polycentric public economies within the ecology of games framework, and 2) explicate the conditions under which interoganizational collaboration is fostered within a polycentric ecology of policy games in governing the Middle Rio Grande urban watershed. …

This template may help Maine island communities identify older adults’ needs and island resources, in order to allow older adults to age in the island communities.
Three interviews with island health leaders, one community conversation with older islanders, and one pilot test provided information about what to include in the template.
The template includes a demographic survey, guides for conducting semi-structured interviews and group conversations with older adults and caregivers, a guide and worksheet for analyzing the data, a guide for assessing community resources, a guide for dissemination, and a list of additional resources.

The City of San Jose has been working on the Hotel/Motel Supportive Housing Program and Underutilized City-Owned Property project since 2012. The City acquired the Plaza Hotel in downtown San Jose from the Successor Agency to the Redevelopment Authority and leased the property to Abode. Abode converted the rooms into SRO units for the transitionally homeless and occupancy is expected in July of 2017. The program is estimated to operate for five years before it is torn down. The project is unique, as the city has never had a hotel/motel conversion program tailored towards transitionally homeless adults.

Day labor work has spread across the entire Unite States as part of the secondary labor market, or as Cherrie Moraga describes it- survival work. Day laborers in Las Vegas, Nevada have become a significant part of this trend in the Southwest, where the highest rate of day laborers work, and for which little community and scholarly work has been produced. The National Day Labor Survey, the most comprehensive study with day laborers, reports that the day labor market is rife with abuse and violations of worker rights. How liberating? For whom? At what costs (economic and social)? This paper is an exploratory examination of images that people have expressed about driverless cars, particularly as seen through particular media outlets. I am also concerned with the question of where disabled people fit. As I argue, many answers are narrow and superficial. Neither policy-makers nor media outlets should reduce disabled people to consumers of a product, while paying insufficient attention to related environmental and social issues. Although it would be easy to identify problematic media images of disabled people, there are also examples of nuanced, detailed analysis.

This study examines the global diffusion of renewable energy policies: feed-in tariffs (FIT) and renewable portfolio standards (RPS). Existing studies of policy diffusion have failed to differentiate between four possible mechanisms of policy diffusion: emulation, suasion, learning and competition. To test these competing explanations, the study uses a mixed-method research design that combines statistical analysis of time-series cross-sectional data with an agent-based model of diffusion processes. The findings of the statistical analysis show strong support for the suasion (European Union Membership, Clean Development Mechanisms) and emulation mechanisms (cultural similarity or common language) in the diffusion of FIT. Mental Health And Voter Turnout: A Study Of Georgia Counties, April Johnson

Despite the tacit belief that health and well-being are a necessary element of politics, there is little understanding of how mental health relates to political participation. The present paper focuses specifically on patterns of mental illness and voter turnout within the state of Georgia. Using county-level data, I argue that a greater and more widespread prevalence of mental illness has a dampening effect on political engagement. Although empirical results from this study are mixed, its theoretical contribution clearly highlights the role of psychological and emotional factors in maintaining an energetic and politically connected society. This article explores the psychological meanings of the apocalyptic imagination in what I call a fundamentalist mindset. That mindset has its own long history but is newly relevant in the nuclear age. We no longer need God to bring about ultimate destruction. There are many facets of the fundamentalist mindset (for example, its intense literalism), but the focus in the article is on two: its kairotic sense of time and its rampant paranoia. These two facets interact synergistically around violence that is experienced by those who revel in it as moral in a totalistic sense. Killing becomes healing. The evil …

Syrian civil society witnessed a new birth in 2011 following decades of hibernation due to oppression. The fast growth and maturity of civil society organizations gave them the opportunity to occupy a formal space in the ongoing peace talks in Geneva. The presence of the Women’s Advisory Board, the Civil Society Support Room, and the recently established Experts Room during the peace talks in the Palais de Nations allows them to influence the negotiation process. This article is the first published documentation of the role of civil society in the peace process and the challenges that face these talks.

This article explores the relationship between the social psychology of the individual and the final abyss of suicide terrorism. The boy on the high dive is a metaphor for the fearful pause before the leap. For a young child, the dive is exciting and dangerous: the fearful pause is somewhat analogous to thoughts and feelings before the terrorist’s catastrophically destructive contemplated homicidal/suicidal behavior. The Islamic State, or ISIS, has proven to be persistently successful in attracting people from all over the globe to join in its state-building and state-defending enterprise. This article explores the messages it has crafted, from the utopian to the militarily defensive, and the techniques it uses to propagate these messages (including on social media), which includes some historical comparisons to communism and Nazism. This article examines the radicalization of young Southeast Asians into the violent extremism that characterizes the notorious Islamic State of Iraq and Syria (ISIS). After situating ISIS within its wider and older Al Qaeda Islamist ideological milieu, the article sketches out the historical landscape of violent Islamist extremism in Southeast Asia. There it focuses on the Al Qaeda-affiliated, Indonesian-based but transnational Jemaah Islamiyah (JI) network, revealing how the emergence of ISIS has impacted JI’s evolutionary trajectory. A Policy-Oriented Framework For Understanding Violent Extremism, Wael Haddara

Violent extremism represents a serious challenge to open and democratic societies. This article presents a framework for understanding violent extremism in the context of “lone-wolf” attacks in Western societies. The framework combines social, political, and psychological factors and highlights the importance of integrating the available evidence from multiple disciplines to develop cogent, effective policy. Specifically, in addition to a broad survey of motivational factors, the article draws on terror management theory to provide insight into the interaction between religiosity and violence.
