Social media platforms have extended the information and communication technology (ICT) landscape in the public sector and have been used to increase e-government transparency, participation, and collaboration in the U.S. e-government. The use of social media platforms has improved a two-way communication for the interactivity with the public, which can provide insights to understand compliance with the Open Government initiative. However, many government agencies using social media have not thoroughly measured the impact of their digital interactions. This dissertation is comprised of three essays that examine water management and conservation programs through the context of sustainable development. These essays are distinct case studies of national, state and local policies. Their common approach is that they all use common-pool resources theory to generate specific recommendations for policymaking and water management.
The first essay explores opportunities for developing policy measures to prevent the collapse of the vital irrigation infrastructure in the Aral Sea region. The nation faces an approaching crisis in transportation funding. This is a critical issue that is both relevant and essential to public administration. It affects all levels of government and extends across the nation. Rapidly declining sources of transportation funding pose short-term and long-term challenges for politicians, public administrators, and everyday citizens. In the face of inadequate revenues, new forms of funding are necessary to keep the transportation system solvent. Health disparities among people of color are persistent and detrimental to the overall wellness of these groups. Discrimination in the provision of health care services is one of the primary causes of health disparities. Title VI of the Civil Rights Act of 1964’s availability as a tool to prevent discrimination and, in turn, disparities among these groups is underdocumented. The legislative intent of Title VI and the historical context of the law have been helpful in its use outside of the health care arena to prevent discrimination. This paper assesses whether air quality influences public transportation ridership in the city of Chicago. Urban air pollution is a serious health risk, and a priority of urban municipalities. Public transportation is an attractive option for governments attempting to curb urban air emissions. I use data from the Chicago Transit Authority (CTA) and the EPA’s Air Quality Index (AQI) to explore the relationship between a day’s air quality and CTA ridership. I employ three different model specifications, rail, bus and total ridership, to test whether high AQI values (poor air quality) result in increased public transportation ridership in the city …

Investment Risk-Taking By Public Pension Plans: Potential Consequences For Pension Funds, State And Local Governments, And Stakeholders In Government, Donald Boyd, Yimeng Yin

Public pension plans in the United States have $3.8 trillion of invested assets, more than two- thirds of which are in equities and similar assets. Unlike private pension funds, public pension funds have increased their equity allocations dramatically over the last two decades, making their investment returns and unexpected investment gains and losses far more volatile than before. This means that plan funded status and contributions requested of governments also are more volatile than before, increasing the risks to taxpayers, stakeholders in government services and investments, and workers and retirees.

The housing foreclosure crisis of 2007-2010 in the United States disproportionately affected persons of color. Some states, such as Florida, were heavily impacted by property value losses yet little is known about the experience of losing a home and recovering from that loss from the perspective of the homeowner. Using Carlson’s conceptualization of resiliency theory, the purpose of this phenomenological study was to assess the impact of housing foreclosure and the experience of recovery from foreclosure on Black and Hispanic people in Lee County, Florida. Over the past several decades obesity rates in the United States have increased exponentially, reaching epidemic proportions and placing heavy financial and health-related burdens on states. States could reduce their obesity-related spending by billions of dollars, however, if they reduced their obesity prevalence by five percent by 2030, which would reduce medical costs, loss of productivity, and loss of life. Despite the incentive to improve obesity rates, not all states are taking advantage of obesity-related policy as a means to combat obesity. Health insurance literacy is central to identifying eligibility for coverage and subsidies, choosing a plan, and using optimal healthcare services under the Affordable Care Act (ACA) or other insurance reform initiatives. To fully benefit from policy efforts to improve health insurance access, rural residents must have the ability to select the plan that best meets their healthcare needs. However, a higher proportion of rural residents possess characteristics that may put them at risk of lower health insurance literacy, including lower incomes and educational attainment, less experience with private insurance, and historically higher uninsured rates. Adverse Childhood Experiences And Their Role As Mitigators For Youthful And Non-Youthful Offenders In Capital Sentencing Cases, Jessica R. Trapassi

Adverse childhood experiences (ACEs) and their role as mitigators in capital sentencing is an important, yet relatively unexplored, topic in criminological literature. Using data from the North Carolina Capital Sentencing Project, this study explores the role of ACEs as mitigating factors for youthful and non-youthful capital offenders: whether youthful offenders are less likely to be sentenced to death, whether or not ACEs are effective as mitigating factors, and whether ACE mitigators are more effective for youthful or non-youthful offenders. Results show that youthful capital offenders are less likely to be sentenced to death than adult capital offenders, and while ACE …

School Choice Demonstration Project
School choice reforms comprise a broad category of policies aimed at improving public education through the introduction of market forces that expand customer choice and competition between schools. Here we summarize our research to date on the effects of a large statewide school voucher initiative, the Louisiana Scholarship Program (LSP), and draw the following conclusions: • Overall, participating in the LSP had no statistically significant impact on student English Language Arts (ELA) or math scores after using an LSP scholarship for three years. • The subgroup of students who were lower achieving before applying to the program did show significant …

School Choice Demonstration Project
The Louisiana Scholarship Program (LSP) offers publicly-funded vouchers to students in low-performing schools with family income no greater than 250 percent of the poverty line, allowing them to enroll in participating private schools. Established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This report examines the experimental effects of using an LSP scholarship to enroll in one’s first choice private school on student achievement in the three years following the program’s expansion. Large negative achievement effects in the first year of the program appear to have been followed by improvement in the …

The debate over school vouchers continues as more states offer government dollars to fund private schooling for students as a method of improving choice and quality in K-12 education. Previous research in the charter school sector has found that special education enrollment discrepancies between charters and traditional public schools is likely due to a mixture in parental choice making, differential identification practices, and the removal of special education labels. Since school voucher funds are public, policymakers fiercely debate how those funds should be spent. A goal of many decision-makers is to ensure that every private school option is “highquality” through program accountability regulations. Private schools, however, have a say in the matter. They can decide whether or not to participate in a private school choice program and likely factor the type and level of program regulations into that decision. We examine the impacts of private school regulations on the supply-side of voucher programs in D.C., Indiana, and Louisiana. Private schools value their autonomy. The Political Man As A Sick Animal: On The “Ideology Of Kisêdjê Political Leadership”, André Drago

Eloquent, wise, generous; in short, “exemplary,” Kisêdjê political leaders are also said to be “animal-like” dangerous beings. For Anthony Seeger, this “ideological ambivalence” expresses the contradiction which constitutes the leader’s position-function, whose “political power” working at the center of the village derives from peripheral kinship affiliations. Moreover, supposed to withhold the group’s “norms”, he is surprisingly entitled to violate them–primarily, he is exempted from uxorilocality. I try to demonstrate that the inflections the leader subjects patterns of kinship-making process alter his body and agency, rendering him more or less human and, therefore, capable of mediating between the Kisêdjê and their …
