Russia’s “back country” — remote, nonindustrial areas that are home to almost 40 percent of the population — was largely excluded from the changes brought about by perestroika. People who live in these areas, where NGOs are almost never present, are often unaware of the resources available to address local issues. These regions require new development models that focus on fostering community engagement, and the community foundation model has proven to be the most useful and adaptable.

This article proposes that foundations committed to community-led development must be prepared to invest in efforts that empower the community. In particular, there is potential for funders willing to challenge the top-down nature of the current aid and development system through use of critical conscious-raising to claim a transformative role in shifting from a “recipient” to a “citizen” approach to community development.
For foundations to assist communities in criticizing this power imbalance and using the insights that result to challenge the system requires the “three-legged stool” of community philanthropy — strengthening capacities, developing assets, and building trust — to become …

Who Benefits From Giving Circles In The U.S. And The U.K.?, Angela M. Eikenberry

Giving circles have emerged around the world as an alternative to mainstream, bureaucratic philanthropy. This article examines the types of organizations that benefit from giving circles in the U.S. and the U.K., drawing on data from interviews, surveys, observations, and documentation collected in both countries.
The findings show that giving circles tend to fund certain types of organizations — often those that are small and locally based, startups and newer organizations that are reorganizing or transitioning, those that have a business orientation, and those that can engage members or show significant impact in relation to their size.

In search of a suitable method to measure the social impact of its programs after five years in operation, the Bucharest Community Foundation turned to social return on investment (SROI) analysis to determine the social value produced by one of its grants programs. The internationally recognized method measures the social, environmental, and economic impact of a project or program, quantifiably analyzes outcomes from the perspective of stakeholders, and assigns a monetary value to those outcomes. This article presents three case studies — from Ghana, the U.S., and Canada — to examine how community philanthropy might scale up to support community asset management and increase the power of communities to determine their own development with much greater and more complex financial investments.
Community philanthropy institutions have become increasingly popular — especially in the Global South, where they serve to harness local assets, cultivate local capacities, and build trust among diverse stakeholders. Although bilateral donors and other international development funders are beginning to recognize the power of these local organizations, they are usually considered small-scale actors.

Vietnam’s steady economic growth over the past two decades interacted with existing patterns of inequity, social exclusion, and geographic disparities to widen the gap between those who can and cannot obtain quality education, a stable income, and access to quality basic services. Meanwhile, after the World Bank classified Vietnam as a lower middle-income country in 2010, several international and bilateral donors announced plans to gradually decrease their development assistance.

The recent growth of community organizations and collectives can be seen as a consequence of social movements that have emerged in defense of human and civil rights. This article reflects on an initiative implemented by Instituto Rio, a community foundation based in Rio de Janeiro, Brazil, within the context of this expansion of community philanthropy.

Analyzing The Effectiviness Of A Prescription Drug Monitoring Program Targeting At-Risk Opioid Abuse Patients, Treadway Childs

The effectiveness of a prescription drug monitoring program in coordination with a prescription opioid recidivism program was examined at a semi-rural community hospital. Patients were identified by a multi-disciplinary committee to be at-risk for opioid misuse or abuse, and were denied prescription opioids. Patients were considered eligible for the program if they had over 12 emergency department visits in the previous 12 months, or 6 visits in the previous 6 months, depending on how long the hospital had records on a patient. Patients who were placed in the prescription opioid recidivism program could not receive opioids at this hospital. The …

Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. According to the New York State Department of Education (NYSDoE), New York City was home to 1,575 district and 183 charter schools in Fiscal Year 2014 (FY2014). Seven percent of all public …

Do Latinos Still Support Immigrant Rights Activism? Examining Latino Attitudes A Decade After The 2006 Protest Wave, Chris Zepeda-Millán, Sophia Jordán Wallace
Latino Public Policy
The historic and primarily Latino 2006 immigrant rights protest wave occurred in response to proposed federal anti-immigrant legislation (H.R. 4437). Research on the unprecedented series of demonstrations suggests that the draconian and racialized nature of the bill helps explain why it incited large-scale collective action. Utilizing a new survey with a considerable oversample of Latino respondents, the 2016 Collaborative Multiracial Post-Election Survey (CMPS), this paper investigates contemporary Latino support for immigrant rights activism. We examine several factors that influence support such as linked fate, knowing undocumented people, perceptions of anti-immigrant sentiments, concerns about immigration enforcement policies, political party identification, and …

Background: Gun violence is a pressing public health issue in the United States. Homicide is the second-leading cause of death for 15 to 24 year-old Americans, and the third-leading cause of death for 25 to 34 year-old Americans, and 80% of these homicides are committed via firearm. In recent years, the field of criminology has studied the efficacy of a variety of policing, public health, and public policy interventions that aim to reduce the incidence of gun violence, but many of their findings have yet to be incorporated into the body of nursing literature.

Eliminating health disparities is a priority across national agenda and initiatives such as the National Partnership for Action to End Health Disparities (NPA), the National Prevention Strategy, and Healthy People 2020. To advance this priority under the NPA, the Federal Interagency Health Equity Team (FIHET), which is an NPA federal cross-sector and collaborative platform, initiated a voluntary pilot “health equity mapping” exercise in 2014. The State of Nevada Certified Public Manager (NVCPM) Program is a nationally accredited leadership development program that has been designed to prepare managers and supervisors in the public sector. A program evaluation of the NVCPM Program was conducted to determine the effectiveness of the services delivered to program participants in terms of development of leadership skills and career advancement. An in-depth review of the use of force policies and practices used by the Las Vegas Metropolitan Police Department (LVMPD) was conducted after the alarming rate of officer involved shootings was publicized by the Las Vegas Review Journal (RJ) in 2011. The 75 recommendations handed down to LVMPD after the review not only helped guide the agency towards procedural and reporting changes, but also paved a way for the agency to begin rebuilding trust in police within the community. Under United States President Barack Obama’s administration, the President’s Management Agenda mandated several actions to respond to the problem of poor relationships between and among federal government managers and employees. The purpose of the study was to examine whether a difference in perceptions of employee empowerment and organizational excellence, existed between the employees of higher and lower performing federal agencies, as measured by the Federal Employee Viewpoint Survey (FEVS). The New Jersey Cultural Competency and English Language Learners Summer Institute and Mentoring Program hosted its 10th Anniversary, Three-Day Learning Institute, Aug. 23-25, 2016, with the theme, World Changers: Inspiring Cultural and Linguistic Excellence for Children, Parents and Teachers. After the Three- Day Learning Institute, classroom teachers were assigned a mentor who provided monthly supports to the classroom teachers in the adoption English language learners and cultural competency strategies with the goal of creating culturally and linguistic responsive classrooms. As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. Using a spatial multilevel approach, the current study examines the role registered sex offenders influence sale values of homes sold in 2015 for three U.S. counties (rural, suburban, and urban) located in Illinois and Kentucky within the social disorganization framework. As regulated franchises, waste management services are required to have all rate adjustments approved by local governing bodies. This typically involves supporting the requested adjustment with financial and operational data. The cost-intensive nature of this process limits its frequency. Many jurisdictions conduct a formal review every five years, with interim rates set using a proxy for marginal cost changes, typically an index such as the Consumer Price Index (CPI)1.
