Constructing And Destructing The Peace: Models Of International Engagement In Post-Conflict States, Colin Churchill

Political Science Honors Projects

Variance in the stability of post-conflict states presents an interesting predicament. What causes this variance in states two or three decades removed from civil conflict? In this paper, I argue that the type of engagement that international actors take towards post-conflict states explains differences in stability. I draw out four distinct models of international engagement from three case studies of Lebanon, Bosnia and Herzegovina, and Northern Ireland that present the different ways that international actors have constructively and destructively engaged in these states. Furthering this analysis is an examination of the transition or possible transition between models in the cases.

Recent stories of excessive use of force by police throughout the country began a new generation of activists for civil rights, exposed to a more advanced news media. Nationwide coverage displayed an image of law enforcement which was overly aggressive. This study sought to determine the Medicare and Medicaid costs experienced by dual eligible older adults in Maine for whom Maine Adult Protective Services (APS) substantiated allegations of elder financial exploitation and to compare them to those of Maine’s general older population. The analysis is an important step forward in estimating the medical costs associated with elder abuse.

Elder financial exploitation may result in significant public burden on Medicare and Medicaid, shouldered by taxpayers. Efforts to detect, investigate, prosecute, and mitigate this abuse will benefit not only the victims, but also the financial stewardship of these public programs.

Resolving Conflict Between Canada’S Indigenous Peoples And The Crown Through Modern Treaties: Yukon Case History, Kirk Cameron

This article presents an example of how modern treaties with Yukon First Nations have created a foundation for co-relational involvement in the direction and control of land and resource management throughout Canada’s subnational region of Yukon, approximately 470,000 square kilometers in size. The modern treaties with eleven of the fourteen Yukon First Nations create assessment and management structures where appointment to these bodies are nominations not only from the territorial and federal governments but from the Yukon First Nations. This article contextualizes intractable conflict within the lived experiences and worldviews of an Indigenous person, imbued with academic and scholarly research. The text illustrates how intractable conflict is experienced within the “developed world,” resulting in both freedom and fragmentation. Whether intractable conflict stems from colonial and postcolonial development and influences current Indigenous Peoples’ self-development efforts in Canada, specifically, and possibly across British colonies in general seems to be a new inquiry. There is a growing appreciation that conflict and violence in many communities have their origins in a history of traumatic experiences. Why this link exists and how it comes about is still unclear. We have no unified psychology of traumatized communities, and little is known about how to address these traumatic origins collectively in these communities. This article proposes a psychodynamic model of collective trauma and a psychoanalytically informed approach to working with traumatized communities to address their issues of conflict and violence. This paper offers a comprehensive political history of the Rhode Island Earned Income Tax Credit (EITC) and an analysis of Rhode Island EITC recipients. It explores the history of the Rhode Island EITC, an income subsidy available to low-income workers, from its introduction in 1975 through 2018. It details the forces behind expansions and reforms and the effects of those changes. It also analyzes microdata to construct a profile of current EITC recipients. This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Relying on the author’s ethnographic participant observation and youth-voice frameworks, the paper provides an analysis of the individual, organizational and systems level effects of the New York Department of Education’s BSAC program. The Patient Protection and Affordable Care Act (ACA) sought to improve the United States’ long-term services and supports (LTSS) system by expanding home and community-based services (HCBS). The ACA contained several optional Medicaid HCBS opportunities for states, including the Balancing Incentive Program, the 1915(k) Community First Choice personal care benefit, and the revised 1915(i) state plan benefit. This research examined these HCBS provisions to explain what factors determine whether states participate in the ACA’s new HCBS programs and, after adoption, what factors facilitate or impede implementation of these programs. This article puts forth a “4M Way” of dealing with the threat of violent Islamist extremism in Southeast Asia. It argues that our narrative must be fundamentally more attractive to the target audience than the competing vision of the violent extremists. The memes that constitute our narrative in the social media space must be “stickier” than those of the violent extremists. This study tests the hypothesis that the use of sanctions as a foreign policy tool produces favorable conditions for an increase in terrorism activity using cases of sanctions against Bosnia-Herzegovina, Libya, and Iran. Since the 1980s, capital mobility and state restructuring have increased precarity in older industrial regions, such as eastern Connecticut (CT). These changes reconfigured labor markets, changing the work available, including the types, conditions, and skills required. Greater responsibility devolved onto poor and working-class people to navigate a labor market with insufficient living-wage work with 42.4% of jobs pay under $15/hour (Tung, Lathrop, & Sonn, 2015). Entry-level healthcare and manufacturing are two avenues for sub-baccalaureate, living-wage employment. The Board of Trustees at the Campbell Union High School District (CUHSD) completed a district wide facility assessment and created updated facilities master plans (CUHSD, 2015). Consultants were contracted to coordinate focus groups consisting of district students and staff to develop a list of facility needs across the district (CUHSD, 2015). The facilities at all five high schools were in need of major capital projects, from replacement of aging mechanical systems to new classroom spaces for student growth (CUHSD, 2015).

Peace processes fail for many reasons, but one of the critical factors is the state of mind of the participants around the peace table. Often the atmosphere is one of mistrust and suspicion: the traumatic effects of the conflict and the degree of suffering makes the parties likely to be more interested in retribution than accommodation. This state of mind keeps conflict parties rigidly and emotionally attached to their positions and often psychologically blocked from being able to engage productively in a peace process and achieve outcomes that meet their best interests.

Children in nonparental care have worse outcomes than children in the general population, Federal child welfare policy has prioritized kinship care in an effort to improve outcomes for children; however, it is unclear if the intended child outcomes are achieved. Research shows outcomes vary depending on the type of nonparental family with whom a child lives, due in part to relationship but also to access to services and child welfare system supports.
