Victims of human trafficking often need a variety of services to recover from their experiences. Service providers are organizations that aim to meet the personal and environmental needs of survivors by providing resources and guidance. However, the efficacy of services offered to survivors has not been robustly studied, which could leave unsuccessful survivor outcomes unnoticed. The purpose of this case study was to learn how service provider employees prepared to meet survivors’ needs. The combination of social cognitive theory and social constructionist theory served as the lens through which service provider employee conceptions of preparedness were explored. To resolve the graduation gap among Black and Hispanic students in Central Florida, the development of equity-centered practices to improve high school graduation rates is essential. The purpose of this study was to determine the impact of incorporating methods such as the self achievement theory, self-determination methodology, and equity educational policies in all eight of the Central Florida School District schools to improve the graduation rates of the Black and Hispanic students in the Central Florida School District as well as to develop recommendations for implementation and training across the district. Egypt has a medium overall score in climate mitigation efforts according to the Climate Change Performance Index (Germanwatch, 2021) and a relatively low performance in the adaptation measures when compared with other African countries such as Kenya (Pörtner et al., 2022). This policy paper aims to examine the current efforts by Egypt to monitor and evaluate its mitigation and adaptation efforts and review what similar countries have done in this regard. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. Disparate Financial Assistance Support For Small Business Owners, Sophia Fox-Dichter, Daniel Auguste, Mathieu Despard, Michal Grinstein-Weiss

Small business owners experienced a drastic economic disruption caused by the COVID-19 pandemic. Government pandemic assistance failed to reach many small business owners, especially those historically underserved by financial institutions. Drawing on a 2021 survey of 246 small business owners, the Social Policy Institute at Washington University in St. Louis descriptively examined the extent to which small business owners sought and received business assistance, and whether applications and approval of government assistance varied by race and ethnicity. We find that though Hispanic and Black business owners applied for government assistance at a higher rate than white business owners, Black business …

Situated at a Hispanic-Serving Institution (HSI), this postcritical ethnographic and photovoice study sought to explore how Latinx students define and practice civic engagement. Theoretically framed by Latino Cultural Citizenship (LCC), the study explored how current Latinx student civic engagement practices inform a Hispanic-Serving Institutions’ civic engagement efforts. Data collection took place over the 2021-2022 academic year and an exhibition of the study’s findings was made publicly available at the culmination of the study. Findings from the study indicate that Latinx postsecondary students define civic engagement as knowledge and resource sharing (KRS) and achieving success. The Louisiana Department of Children and Family Services, Child Welfare Division (CWD), in partnership with the Quality Improvement Center for Workforce Development (QIC-WD) conducted a needs assessment of their child welfare system. The needs assessment indicated high caseloads and administrative tasks were barriers to caseworkers’ ability to support families, engage clients, determine root causes of maltreatment, and implement timely services. Furthermore, surveys conducted with caseworkers revealed that they perceived their jobs as highly complex - requiring a wide range of tasks, a variety of specialized skills, and a high degree of information processing. What is workplace incivility?
Workplace incivility refers to “low-intensity deviant behavior with ambiguous intent to harm the target, in violation of workplace norms for mutual respect. Uncivil behaviors are characteristically rude and discourteous, displaying a lack of regard for others” (Anderson & Pearson, 1999, p. 457). Though there is some conceptual and empirical overlap between incivility and ostracism, bullying, and abusive supervision, incivility is considered distinct (Yao et al., 2021). Interstate 11 (I-11) offers Nevada a unique opportunity to advance the economic development prospects of one of the state’s most economically challenged areas: Elko and eastern Nevada. Although the state used a qualitative system to choose a western route for I-11, this process may not have considered fully the costs of extending I-11 to Canada in a cost-effective manner or in a manner consistent with I-11 purposes, especially avoiding congested areas. COVID-19 exacerbated existing problems with housing affordability in the United States, particularly for Black and Hispanic renters. To curb these financial hardships, Congress created the Emergency Rental Assistance (ERA) program, but ERA rollout has been slow and inconsistent. This brief describes geographic differences in ERA spending across the U.S. and encourages states and localities to adopt policies that increase program eligibility and streamline fund disbursement.

Women migrant workers from Indonesia are in great demand by placement countries to work in the domestic sector. West Java province ranks third largest as a contributor to the dominance of women migrant workers in Indonesia after Central Java and East Java. At the pre-placement stage their ability to understand all information about migration is very reliable. Prospective migrant workers must be given access to read, understood, and agree to every article in the employment agreement. Private school choice policies have been enacted and expanded across the United States since the 1990s. By January 2021, 30 states plus the District of Columbia and Puerto Rico hosted 67 distinct private school choice policies. Why have some states adopted and expanded this education reform while others have demurred? Which states are more likely to adopt specific types of private school choice initiatives in the coming years? Sanctions busting refers to instances where third-party states increase their material support for states targeted by economic sanctions by increasing trade as well as foreign aid and investment, which, in turn, minimize the economic costs that sanctions imposed on target states. This concept privileges the sender and contributes to the “sender bias” inherent in the literature on economic sanctions. My dissertation instead argues that the terms sanctions opportunism may better reflect the nature of the processes at work when third-party states engage in sanctions busting either for commercial profit or as a “black knight” (or a combination of them both). …

This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. EXECUTIVE SUMMARYFor decades public administration and management scholars have conceptualized organizational networks as solutions to failures of markets and hierarchies (see, for example, Goldsmith and Eggers 2005; Osborne and Gaebler 1992). Relationships among organizations or actors within a network are framed positively as channels through which human, financial, and knowledge resources flow to address complex or “wicked” social problems (see, for example, Rittel and Weber, 1973). Recent changes in VAWA allows tribes – for the first time – to prosecute non-Indians for intimate partner violence. In order to do so, however, tribes have to first meet specific federal mandates. Implementation of federal regulatory policy by American Indian tribes is a dynamic and complex process but there is a dearth of information on the challenges tribes face or on factors that would facilitate successful implementation at the tribal level. This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. The CONVERGE COVID-19 Working Group’s Workshop on Planning for Evacuation and Sheltering of Vulnerable and Medically Fragile Populations during the Post-vaccine Period of a Compound Hurricane-Pandemic Threat was held virtually on September 27, 2021. The 137 workshop participants represented federal, state, and local governments, the nonprofit sector and advocacy organizations, businesses, and academic institutions. Participants primarily represented functional areas of emergency management, planning, and public health. Geographically, the workshop participants came from 20 states, primarily along the Eastern seaboard plus the U.S. Virgin Islands and Canada.

The QIC-WD worked with the Louisiana Department of Children and Family Services (DCFS), Child Welfare Division (CWD) to establish an Implementation Team to lead the development and implementation of their intervention. This article outlines how strategic philanthropy can align its mission with the United Nations 2030 Agenda for Sustainable Development by describing the experience of the most important foundation of banking origin in Italy. Fondazione Compagnia di San Paolo marked a milestone in 2020 in aligning with the Agenda, applying the Sustainable Development Goals as a rigorous, internationally shared methodological framework and restructuring its operations to focus on three programmatic efforts — Planet, People, and Culture — aligned with those goals.
