There is a problem in the United States national security enterprise related to the National Guard’s organizational responsibilities to state and federal governments, and it was unknown whether this hybrid structure caused capabilities to diverge between pre-9/11 and post-9/11 national security priorities. Culturally and linguistically diverse populations in the developmental disability system suffer from socioeconomic and social services disparities. Efforts to address the disparities issue included enacting Welfare and Institutions Code 4519.5 § (e), (f), (g), and (h), also known as the Lanterman Developmental Disabilities Services Act or the disparities law. U.S.-born Latinx tend to have greater proximity to the enforcement of U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE) than their European American, African American, and Asian American counterparts. The purpose of this generic qualitative study was to explore whether and how U.S.-born Latinx young adults experienced discrimination during CBP and ICE investigations, arrests, and deportation during the Trump administration.
