Cities And Sustainability: Polycentric Action And Multilevel Governance, George C. Homsy, Mildred E. Warner

Public Administration Faculty Scholarship

Polycentric theory, as applied to sustainability policy adoption, contends that municipalities will act independently to provide public services that protect the environment. Our multilevel regression analysis of survey responses from 1,497 municipalities across the United States challenges that notion. We find that internal drivers of municipal action are insufficient. Lower policy adoption is explained by capacity constraints. More policymaking occurs in states with a multilevel governance framework supportive of local sustainability action. Contrary to Fischel’s homevoter hypothesis, we find large cities and rural areas show higher levels of adoption than suburbs (possibly due to free riding within a metropolitan region).

This research seeks to explain budgetary transparency practices of individual US counties by examining the extent of information sharing with constituents via their websites. There are 3,138 counties and county-equivalents in the United States. This study evaluates a random sample of 400 US counties where 19% of the represented counties having populations of 100,000 or more residents, matching the same ratio of counties with populations of 100,000 or more residents nationally. We create a four-level categorical dependent variable measuring budget transparency. Using an ordered probit analysis with six independent variables we are able to explain the probability of counties having …

The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. In my study, I investigate whether constituency or party has a greater impact on the legislative behavior of Nebraska state legislators when voting on economic development and environmental legislation. Principals’ Perceived Supervisory Behaviors Regarding Marginal Teachers In Two States, Bret Range, Paul Hewitt, Suzie Young

This descriptive study used an online survey to determine how principals in two states viewed the supervision of marginal teachers. Principals ranked their own evaluation of the teacher as the most important factor when identifying marginal teachers and relied on informal methods to diagnose marginal teaching. Female principals rated a majority of supervisory methods and data sources as being more useful and the importance of formative assessments and teachers’ self-reflection as significantly more important than did male principals. Female principals adopted a procedural style, while males identified with the situational style when working with marginal teachers.

From the early twentieth century to the present, citizen participation in U.S. public institutions—particularly schools—has continually decreased. The trend has been linked to the bureaucratization of public schools and their increasing reliance on expert knowledge for solutions to school- and education-related problems. The purpose of this study was to evaluate the impact of a parent training program designed to increase a school district’s capacity for public participation by parents and other citizens. This study examines several Texas university-based teacher preparation program screening measures and admission criteria. The researchers examined those measures stipulated in the Texas Administrative Code, as well as criteria that exceeded those required by the state. Identifying these measures and criteria will allow programs to maintain the boundaries of who becomes a teacher, thus providing the quality teachers required to educate productive members of society.

This study involved identifying, categorizing, and comparing critical incidents related to qualifying dual credit high school students’ decisions to enroll or not to enroll in dual credit coursework in either a traditional or early college high school. Prior studies about writing skills in professional degree programs show student writing skills are not at a professional level. There is no literature at present that identifies important and essential writing skills related specifically to undergraduate or graduate health administration programs. The Nebraska Public Service Commission was awarded a grant from the Department of Commerce's National Telecommunications and Information Administration (NTIA) for conducting a study of broadband use and needs in Nebraska. The University of Nebraska-Lincoln first conducted a survey for the Commission in 2010. The Nebraska Information Technology Commission (NITC) Community Council, the AIM Institute and Nebraska Department of Economic Development (DED) collaborated with the Commission on this survey. A new type of charitable giving – venture philanthropy – has emerged and is impacting both educational policy and practice.
