This Capstone follows the downtown redevelopment visioning process in Berwick from the initial presentation to Town Officials up until formal adoption as an addendum to the Comprehensive Plan. Berwick has a monumental task ahead of it as the Town looks to redevelop an 11 acre abandoned factory site that is located directly where a downtown should be. Residents of Berwick had to work with Town Staff to navigate a considerable amount of lingering controversy and to rebuild trust between the public and local government. Human service organizations need outcome measurement approaches that support project management for efficiency and effectiveness. While, in recent years, human services have increased their capacity to manage data and measure outcomes empirically, several barriers remain. First, current outcome measurement practices are not designed to effectively support the management of human services programs for maximum efficiency and effectiveness. Second, human services organizations need a methodology to manage programs to identified outcomes. This dissertation explored meaningful solutions to both issues. The number of Medicaid beneficiaries in Michigan has increased over the years mainly due to the downsizing of auto sectors. Currently, states spend almost 16% of their budget for Medicaid, making it the second largest item in the budget for most (Kaiser Foundation, 2010). This paper examines the characteristics of health units in Ontario that determine a high level of performance with their food safety programs. Data was collected using a survey that was sent to all public health jurisdictions that provide food safety programs in the province. The intent of the survey was to collect information regarding a health department’s food safety program and the health department factors that may impact the program’s performance. The findings reveal that a health unit’s inspection score is significantly related to its environment and is influenced by the following variables: specialized versus generalized program delivery; an urban …

This report is an evaluation of an innovative community-based intervention – the Food Dollars Program. Funded by the AARP Foundation, this program was designed and delivered by Action for Boston Community Development (ABCD) and their Elder Services staff in order to promote healthy eating and reduce food and economic insecurity among low-income elders in Boston. The impetus for creating this program arose from the challenges many low-income individuals face in purchasing and consuming healthy foods from the five food groups as recommended by the US Department of Agriculture (USDA) in their ChooseMyPlate model of healthy eating. Fairview, Troutdale and Wood Village, and all other Oregon cities, are responsible for providing their citizens with fire and emergency medical (EM) services. Rather than establish internal city fire departments, the Three Cities entered into an intergovernmental agreement (IGA) to purchase services from the City of Gresham in March 2006. These services include fire suppression, fire prevention, emergency medical services, and hazardous materials response (2005 Fire Service IGA). Under this IGA, the Three Cities collectively reimbursed Gresham $2.705 million for FEMS in 2012-2013. The current IGA will expire June 30, 2015, and the Three Cities are preparing to review their …

During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Within Nebraska, greater than 77% of the area of native mixed-grass prairie has been lost since European settlement (Samson and Knopf 1994). The National Park Service (NPS) plays an important role in preserving and restoring some of the last pieces of intact prairies within its boundaries. E-Advocacy In Human Services: The Impact Of Organizational Conditions And Characteristics On Electronic Advocacy Activities Among Nonprofits, Lauri Goldkind

E-advocacy, or the constellation of electronic tools used for policy advocacy, offer cost-effective approaches for engaging constituents to create social change. Providers of human services may face challenges when trying to implement these tools. While many electronic tools have low barriers for entry, other factors may inhibit their use in agencies. This article explores the organizational characteristics related to the use of electronic advocacy strategies. Based on a survey of nonprofit executives, the study uses path modeling to describe the connections between organizational characteristics and the use of electronic advocacy tools. Implications of these findings are discussed.

County Government Structure And Expenditure, Dovlet H. Babajanov

All Graduate Theses, Dissertations, and Other Capstone Projects

This research inquired into whether government structure has any influence on expenditure. On the national sample of U.S. county governments several hypotheses were tested. To estimate the influence of structure on expenditure, a linear regression analysis was used. The findings suggest that government structure does have an impact on agencies' expenditure levels. Specifically, findings indicate that traditional Commission structure tends to spend the least, followed by Commission-mayor and the most expensive being Commission-manager.
