A liberal arts education is to be liberating. But as Irving Babbitt noted, commenting on Edmund Burke, the basis of genuine liberty is an act of subordination or humility. This paper is a study of how the Presidency affects, and has affected, the Environmental Protection Agency. The EPA is a relatively new agency having only been created in 1970. Therefore, I have focused my research on the individual administrations from President Nixon to President Reagan. I shall present to you trends in presidential policy towards the Environmental Protection Agency, and how they have shaped the Agency, its direction, and its effectiveness.

In November 1991, some 12 years after the installation of the European Exchange-Rate Mechanism (ERM), a further step towards monetary integration in Europe was decided upon in Maastricht. This has led to an intensive debate among politicians and economists about the potential benefits and drawbacks of a European Monetary Union (EMU). In Germany, it is first and foremost the "scientific community", which doubts the benefits and emphasizes the risks concerning EMU (see BABELER; et. Prepared in February 1993 on Civil-Military Operations during Operation Desert Shield/Storm 1991. This work documents the services of a unit of public officials, who I call 'public administrators in green.' These men and women, having entered on active duty with the U.S. Army, made a significant contribution to restoration of government services in Kuwait following the cessation of hostilities. Their work was recognized in December 2016 by the Reserve Forces Policy Board, which presented the Distinctive Service Award for 'exceptional, meritorious and distinctive service ...during the liberation and restoration of the government of Kuwait.'

This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. This research indicated numerous causes, although the primary cause is attributed to the divergent opinions of the reticent Secretary of Defense Caspar Weinberger and the more retributive views of the two successive Secretaries of State, Alexander …

This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. If military-to-military programs contribute to U.S. political objectives then government policy toward military interdependence should allow the U.S. military to act as a catalyst for international cooperation as well as the guardian of U.S. security interests. In 1966, General Charles de Gaulle partially withdrew France from the integrated military structure of the North Atlantic Treaty organization (NATO). This action represented a climax in the ongoing evolution in French foreign policy. Both sides of the Atlantic failed to understand de Gaulle's actions because of the ambivalent relation between the concept of grandeur in world politics and France's loyalty to the Alliance. Consequently, the partial withdrawal was perceived as a drastic shift in policies exemplifying French "anti-Americanism" and lack of commitment to the Alliance and NATO.

Framing And Claiming The Homelessness Problem, David A. Rochefort, Roger W. Cobb

New England Journal of Public Policy

Despite a recent upsurge of interest in the issue, homelessness is a problem of long standing in American society. This article traces how several forces catalyzed the problem's re-entrance onto the political agenda in the 1980s. It then reviews the ongoing debate over homelessness causes and cures as a struggle for problem ownership that has complicated the choices of public policymakers. The final section examines various descriptive attributes that figure into the dispute over how to define homelessness and influence the nature of the public policy response to it.

Massachusetts is at a critical juncture in its care for homeless individuals. In the face of a charged political climate and with a governor bent on the "downsizing" and "privatization" of government services, decisions are being made that are of major importance to the welfare of homeless individuals in this state. Based on the choices of the state administration, Massachusetts can either solve its homelessness problem in the near future or relegate its homeless population to a lifetime spent on the streets or in shelters.
