Hollywood films owe much of their sparkle to atmospheric effects, including the lighting, shading, and color lent by character-actors. Their counterparts in the genre of literary gumshoes may be found in a certain breed of character-detectives. Among them, Lawrence Block, a versatile exemplar of the hard-boiled school of detective fiction, has given readers two notable repeat offenders from New York: Matthew Scudder, the ex-cop, and Bernie Rhodenbarr, the cat burglar with scruples. Both have found their way to Hollywood. Block's work is noted especially for its realistic style, fast-paced plots, spare dialog, and flawed protagonists.

Corruption By Design : Bribery In Chinese Enterprise Licensing, Melanie Manion

CAPS Working Paper Series

This article presents a game theoretic institutional analysis of bureaucratic corruption: bribery in Chinese enterprise licensing. Formal structures and informal expectations are identified as features of "institutional design" that shape choices by strategic individuals to produce corrupt outcomes. Bribery (as an equilibrium) is deductively derived as a solution in a signaling game; the game form is empirically derived from features of institutional design. Exercises in comparative statics explore the robustness of bribery as an equilibrium when game parameter values are altered to reflect changes in institutional design. The author discusses U.S. dependence on overseas sources of strategic minerals essential to sustain its economy and defense sector. U.S. vulnerability to a loss of access to important mineral supplies is more pronounced now than at any time since World War II. With the collapse of Communist power in the Soviet Union, considerable attention has focused on the lessons produced by the experiment with Marxist socialism in the Russian empire and what we might regard as the legacies of Communism. One of the most highly visible legacies of that system is a pattern of environmental neglect that stretches from the Baltics to the Kamchatka peninsula. As a public issue, ecology only emerged in the final years of communist rule in the USSR, initially as part of Gorbachev's glasnost and, later, as a component of the country's increasingly vocal nationalist movements. Towards A Universal Nuclear Nonproliferation Treaty, T. P. Radhakrishnan

The 1968 Treaty on the Nonproliferation of Nuclear Weapons (NPT) came into force in 1970 and expires in 1995. In 1995 an extension conference has to be convened to decide whether the treaty continues in force indefinitely or will be extended for an additional period or periods.

The treaty, cosponsored by the us, the USSR, and the UK, has 155 signatories, but a few countries like Israel, India and Pakistan have refused to be bound by it. They have done so mainly on the formal grounds that the treaty is structurally discriminatory between nuclear and nonnuclear weapons states.

Detection Of Deception In Law Enforcement Applicants: A Preliminary Investigation, Randy Borum, Harley Stock

Using the MMPIand the IPI, the present study examined the differences in psychometric defensiveness between two groups of law enforcement applicants: applicants identified as being deceptive and a comparison group of candidates for whom no deception was indicated. Significant differences were found on the traditional validity (minimization) scales for both instruments as well as several supplemental scales and indexes from the MMPI. A new index (Es-K) from the MMPI showed a highly significant difference between groups and good classification accuracy. The results suggest that deceptive applicants show more defensiveness on psychometric testing and that test results may assist in raising …

Older Americans' Attitudes Toward The Medicare Catastrophic Coverage Act Of 1988, Christine L. Day

Congress repealed the Medicare Catastrophic Coverage Act of 1988, which expanded Medicare benefits, after vigorous protests by groups of older people nationwide. Surveys show, however, that older Americans were deeply divided in their opinions. This study examines four explanations for divisions among the elderly on this issue: symbolic politics, socioeconomic status, distrust in government, and direct self-interest. The results of probit analysis indicate that high income, younger age (under 75), Republican partisanship, and distrust in government all contributed to older Americans' opposition to government catastrophic health care coverage.
