Rethinking Accountability, Melvin Dubnick

This presentation examines the author’s work focusing on "rethinking accountability" in public administration. It critiques dominant paradigms, such as rational choice and bureaucratic politics, for their superficial understanding of public sector behavior and provides an overview to the widely cited “accountability framework” developed with Romzek in their 1987 study of the Challenger accident. The framework is based on the idea that public administrators and other decision makers are constantly faced with multiple, diverse and (often) conflicting expectations, and that various forms of accountability develop as a response to such situations. Genocide is a modern term whereby groups of people are killed on the basis of their religion, race, ethnicity, or nationality. This book suggest that modernity and the tremendous social differentiation that is a part of our modern world may, in part, be to blame. The authors examine textbook 20^th century horrors: from the massacre of the Armenians, to the planned famine in the Ukraine, to the Holocaust, and links of modern warfare to genocide. By studying cases of genocide, the authors hope to inform and connect to all other efforts to understand and to prevent the mass destruction …

Journal, 5 May 1992 to 21 October 1993, of U.S. Congressman William Huston Natcher while he was representing Kentucky’s 2^nd District. The journal includes an almost daily account of Natcher’s reflections on current events and transactions with the U.S. House of Representatives. Many of the entries contain typescripted newspaper articles with some editorial comment provided by Natcher, others are more personal in nature.

In Reflections of an Affirmative Action Baby, Stephen L. Carter, an Afro-American law professor at Yale University, has written a wide-ranging book on affirmative action policy. Like numerous other books on the subject, Carter covers the issues of its legitimacy as policy, white opposition, impact on black mobility, and contradictions faced by universities in administering affirmative action. Carter also offers a new area of discussion — namely, the evolving division among Afro-Americans regarding affirmative action, allocating six of eleven chapters to facets of this issue. The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond. This thesis investigates the impact of Khomeiniism on the Shi'ites of Iraq. Specifically it seeks to determine whether the rise of Khomeiniism in Iran inspired Iraq's Shi'ite majority to rise against the Ba'athist leaders of Iraq with the object of establishing an Islamic Republic. The paper focuses on the political activities of the Iraqi Shi'ites from Ayatollah Khomeini's rise to power in Iran in February 1979 to the beginning of hostilities between Iraq and Iran in September 1980. The evidence indicates mounting anti-Ba'athist political activity by the Shi'ites which included daily rioting, attempted assassinations, and a rise in the number …

Inter-American Indemnity: Internal Security And The Mutual Security Program For Latin America (1951-1961), Robert George Baker

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America.
