Turning back the assault on the natural world is a monumental and complex task; even the first step – planning a network of reserves – is an enormous undertaking. This paper is intended as a general guide to the steps needed to produce a regional proposal for a Wildlands reserve system. It is based on an assessment of work underway in some regions, and extensive discussion with regional groups throughout the continent.

Ideological Congruence In The Chinese Countryside : Village Leaders And Their Electorates And Selectorates, Melanie Manion

Recent changes in economic and political organization in the Chinese countryside are producing a new basis for inquiry into congruence between village leaders and those who choose them—namely, their electorates of ordinary villagers and selectorates of leaders at the higher township level. This paper draws on 1990 survey data to analyze the connection between village leaders and their electorates and selectorates, in terms of congruence of positions along an economic ideology dimension measuring orientations to the importance of state management relative to private individual initiative in economic development. A study of 134 Rhode Island programs, administered during the state's budget crisis in the fiscal years 1987 to 1991, yielded a number of important lessons. The more mandated formula spending there was in a budget, the more uncontrollable was the budget. There is a spending bias ingrained in the political culture. Some nonentitlement spending can be difficult to curtail. Cutback management strategies are inadequate to address significant revenue shortfalls. If Francis Lieber (1798-1872) had been a tinkerer, like Thomas Alva Edison or George Westinghouse, he might be remembered today for patenting a great variety of inventions. Yet he was an innovator in several fields. His active concerns as a political economist, scholar, and writer ranged through the industrial as well as the liberal arts. Lieber was an early advocate of an international copyright. He urged Congress to establish an office of statistics to aid scientific research. Later he took a lead in military and legal reform, drafting the first formal code of military conduct, which predated and influenced both …

This article challenges the concept and, by default, the continuum shown in Figure 1 and the range of military operations in the theater strategic environment (hereafter referred to as the RMO model), which it helps define. To do so, it will address the relationship between the OOTW concept and RMO model, the concept of war underlying AirLand Battle doctrine and OOTW as a flawed concept. It further argues that the RMO model should be replaced by not one, but two new politico-military models as a doctrinal bridge. The Soldier Integrated Protective Ensemble (SIPE) Advanced Technology Demonstration (ATD) has proven to be an ambitious and farsighted project. It is based on a modular subsystem approach which paves the way toward the development of a head-to-toe integrated fighting system for the dismounted infantry soldier. This system is composed of the soldier and everything worn, consumed and carried for use in a tactical environment. Having successfully proven itself, the SIPE ATD will now transition into follow-on programs which will field and demonstrate soldier system prototypes.
