The author discusses the development of the Balanced Scorecard and strategic agendas on solving social and economic problems by the government. She stated reasons why organizations or countries choose to establish strategic agendas, such as it helps develop a vision, serves as a framework for monitoring government and nonprofit performance, and develops political platform. She concluded that its establishment is vital to success in developing countries and in the federal system of government.

Permanently Failing Organizations? Small Business Recovery After September 11, 2001, Leigh Graham

Publications and Research

Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster. In 2000, a group of state business recruiters from New England joined to promote New England to corporate real estate and site selection consultants at IDRC’s1 World Congress in New York City. At roughly the same time, the two metropolitan areas of Hartford, Conn., and Springfield, Mass., formed the Hartford-Springfield Economic Partnership (HSEP). These informal ventures that cross state borders represent coalitions of business, academic, political and policy leaders working together to foster the combined regions’ economic well-being.

This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

The Meaning Of Poverty: Questions Of Distribution And Power, Arthur Macewan

Focusing on the low-income parts of the world and reviewing the different ways we can define poverty, I first argue that what people generally mean by poverty – or, more broadly, by economic well-being – cannot be adequately captured by a single, absolute measure such as income level or a more complex aggregate such as the Human Development Index. Not only do these measures fail to account for the complexity of human material needs, but they also fail to recognize the importance of distributional issues. Washington Dollars And The Puerto Rican Economy: Amounts, Impacts, Alternatives, Arthur Macewan, Angel Ruiz

By examining the Washington to Puerto Rico flow of funds in some detail and comparing it with the flow of federal funds to the states, this paper demonstrates that the island’s receipt of funds is not uniquely large and cannot be viewed as representing the “largess” of U.S. taxpayers. The funds coming from Washington to Puerto Rico cannot bear the weight of responsibility for the island’s economic problems that various sources have placed upon them. Puerto Rico’s economic ills have to be explained by a larger set of factors. Nonetheless, some of the Washington to Puerto Rico transfer programs may …

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. The intention is to repeat the survey annually for the next several years to identify trends that might emerge. The Transition From Relational To Legal Contract Enforcement, Fali Huang

Research Collection School Of Economics

This paper studies the transition of contract enforcement institutions. The prevalence of relational contracts, low legal quality, strong cultural preference for personalistic relationships, low social mobility, and highly unequal endowment form a cluster of mutually reinforcing institutions that hinder economic development. The cultural element per se does not necessarily reduce social welfare though it may slow down the legal development, while the real problem lies in endowment inequality and low social mobility. Thus a more equal distribution of resources may be the ultimate key to unravel the above interlocking institutions. These results are generally consistent with the empirical evidence.

This work is an update to the Regional Economic Indicators: Business and Innovation Climate report that was issued in August 2004. Although many of the same economic indicators are used in the analyses, there is a major difference between the two reports. The August 2004 release had a broad focus on the overall business climate in 36 comparable metro areas. The result was a single index—business and innovation climate. In this report, we focus almost exclusively on innovation and entrepreneurship, each with its own index.

How Well Can We Target Resources With Quick-And-Dirty Data?: Empirical Results From Cambodia, Tomoki Fujii

Proverty reduction is a top priority for international organizations, governments and non-gorvernmental organizations. The aid resources available for poverty reduction are, however, severely constrained in many countries. Minimizing the leakage of aid resources to the non-poor is a key to maximize poverty reduction with the limited amount of resources available. One Way to minimize such leakage to to target resources geographically. That is, policmakers can move resources to the poorest parts of the country. Geographic taregting can quite effective when poverty is unevenly distributed across the country, and this proves to be the case in many countries.

The report is prepared by the Center for Economic Development at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs as a part of the regional indicators project under the Presidential Initiative Program. The study examines human capital and labor force in 36 regions across the country: 32 metropolitan areas of comparable size to the Cleveland metropolitan statistical area (MSA) and three smaller MSAs in Northeast Ohio — Akron,1 Canton, and Youngstown.
