The rapid evolution in the Boston MPO transportation planning process is discussed as well as its particular application to the suburban-suburban transportation needs of low income individuals. The results of two experiments designed to improve access to transportation for low income suburban individuals are discussed and policy suggestions are made for improving such access.

Cambodia is still suffering from the legacy of civil conflict after more than a decade. With over one-third of the population living below the poverty line, poverty remains one of the most serious problems in Cambodia. A number of governmental bodies, local and international nongovernmental organizations (NGOs), and international organizations operating in Cambodia have made eradicating poverty a priority and have established many social programmes to this end. In designing such programmes, the efficient allocation of resources is essential for making poverty alleviation more cost-effective. The John H. Glenn Research Center at Lewis Field (Glenn) is one of 10 National Aeronautics and Space Administration (NASA) Centers. Glenn is situated on 350 acres adjacent to Cleveland Hopkins International Airport. Its physical plant includes over 150 buildings that contain a unique collection of world-class test facilities. Glenn also includes the 6,400-acre Plum Brook Station near Sandusky, Ohio, 50 miles west of Cleveland. It specializes in large-scale tests that would be hazardous within the confines of the main campus.

Srebrenica, Bosnia-Herzegovina is recreating itself. This municipality, located in the Republic of Srpska, is the setting of the 1995 genocide, which murdered 8,000 Muslim men and boys. Destroyed by the war, this municipality is rebuilding its economy, infrastructure and civil society from scratch. Srebrenica has made a large amount of progress in the past ten years, with the help of international and local donors. These donors have contributed millions of dollars to the effort. Scholars of business associations have recently learned a great deal about how associations contribute to development, but much less about the origins of such developmental associations. This essay introduces and assesses a new political explanation for the origins of ‘developmental associations.’ Conventional wisdom holds that developmental associations must be able to rise above political and collusive pressures and establish autonomy from states. Yet, I argue that these associations’ developmental capacities emerge as a result of active state support by key actors, and in response to challenges and threats posed by competitive business organizations. Since its establishment in 1902, Lake Hospital System (LHS) has been a community-based, not-for-profit provider of comprehensive healthcare services to the residents of Lake, eastern Cuyahoga, Geauga, and Ashtabula Counties. Today, LHS is the largest employer in Lake County, with 500 physicians and over 2,400 healthcare professionals working in seven facilities.

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

What is an employment center? McMillen (2003) defines an employment center as a “concentration of firms large enough to have significant effects on the overall spatial distribution of population, employment, and land prices.” Bogart (1998) sees employment centers as a collection of small open economies in a metropolitan area that specialize and trade with each other. Technically speaking, an employment center is a geographic area that exceeds a threshold employment density (employees per square mile) and a threshold employment level.

This study aims to contrast affordability and quality of life as factors of attraction and retention of workforce and businesses in Northeast Ohio’s metro areas with comparable regions across the country. The study is limited to reliable and available data for 36 metropolitan areas from 27 states. As presented, this study serves two purposes: it allows us to compare Cleveland to other metro areas in selected indicators,1 and it creates a valuable database of variables and indicators on affordability and quality of life in 36 metro areas.

Once the heart of a town’s commercial district, Main Street in the post-World War II era became a ghost town as suburbanization lured consumers and merchants to new shopping complexes in rural areas. From the 1950s to the 1970s, with the aid of federal dollars cities embarked on various urban renewal projects. These revitalization attempts did not help the slumping commercial districts. This study reports on the contribution made by Playhouse Square Center to Northeast Ohio. The contribution comes in various forms, which are reflected in the report’s different sections. The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy.
