This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary. It finds funding and provides resources to support organizations that assist low- and moderate-income families and communities.1 The Finance Fund works primarily within low-income rural and urban communities throughout the state of Ohio by connecting local community development organizations and small businesses with needed funding in the form …

This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). It focuses on two time periods: 2004-2007, the last recovery period, and 2006-2007, the latest one-year change. Four major perspectives are reflected in this year’s analysis: (1) changes in overall NEO high-tech trends in comparison to the Midwest and the United States, (2) analysis of technology groups within the high-tech sector, (3) detailed analysis of bioscience in Northeast Ohio using the industry definition adopted by BioOhio, and (4) track of the NEO research and …

Increasing economic globalization has coincided with the emergence and escalating influence of non-state actors and organizations in domestic and international policymaking, from shaping policy agendas to promoting private authority. The latter phenomenon has arisen, at least in part, from a critique of states' failures to adopt effective and enduring environmental policies. Rather than contest "command and control" institutions, non-state strategies embrace market approaches built around incentives and price mechanisms. Several forms of non-state authority have emerged, including corporate social responsibility, provision of information through labeling, and self-reporting.

Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. How does vote intention in presidential elections vary according to the economic conditions of a country, especially indicators of the financial market? Does the state of the economy, both its fundamentals as well as capital market, affect variation in candidates’ percentage of vote intention in national polls? This paper tests how economic indicators influence vote intention in presidential elections in two emerging markets: Brazil and Mexico. The presidential elections of 1994, 1998, 2002, and 2006 in Brazil and 2000 and 2006 in Mexico are analyzed using all poll returns for each electoral period and corresponding economic data. This report examines the four central cities in Northeast Ohio – Akron, Canton, Cleveland, and Youngstown — in the context of their metropolitan areas. A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.

Horizon Wind Energy proposes to build 800MW of electric generation in Aroostook County, Maine. This report examines the economic impacts from the construction and the operational employment associated with the proposed project.

The economic impact analysis was conducted using an econometric model of the Maine economy maintained by the USM Center for Business and Economic Analysis and developed by Regional Economic Models Inc. (REMI) of Amherst, Massachusetts. The REMI model is a widely used economic forecasting and impact estimation model which has been used by CBER for more than 15 years. Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.

This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity.
