Coping With Dr-Cafta: Assessing The Impact Of The Agreement And Designing Adjustment Programs For Sensitive Agriculture In Honduras, Alvaro Durand-Morat May 2009

Coping With Dr-Cafta: Assessing The Impact Of The Agreement And Designing Adjustment Programs For Sensitive Agriculture In Honduras, Alvaro Durand-Morat

Graduate Theses and Dissertations

Honduras has for almost two decades embraced economic integration as a way to achieve sustained economic growth. The DR-CAFTA agreement signed in 2004 represents another step towards economic openness. The agreement generated a heated debate about the benefits and costs to the Honduran economy. Previous assessments suggest that Honduras will have a marginal aggregate benefit from DR-CAFTA. The findings from this study suggest that the agreement might actually yield a marginal loss vis-à-vis the counterfactual. Previous studies also stress the potential for large losses resulting from the agreement, particularly for some traditional and sensitive agricultural sectors. The findings from this …

Supplying Clean Water To Jaipur: A Study Of Two Current Government Projects, Jenna Stearns

Independent Study Project (ISP) Collection

Water is arguably the most important natural resource for human development, economic growth, and sustainability of the environment. Access to clean water is the most basic human need for life and health, and without it people cannot survive. Water plays a crucial role in determining where communities settle and how big they will be able to grow. Besides being the “elixir of life,” it is also essential for socioeconomic development, agriculture, industry, power generation, and other daily activities. Due to the growing population and the shortage of water around the world, it is said that future wars will be fought …

Minnesota Mandates: County Government Fiscal Stress In An Era Of Declining State Support, Selena Krueth Apr 2009

Minnesota Mandates: County Government Fiscal Stress In An Era Of Declining State Support, Selena Krueth

Political Science Theses and Capstones

Minnesota counties are experiencing more than just financial burdens from state mandates these days. Counties and local governments currently are seeking the most effective solution of implementing state mandates; leaving behind the argument of no mandates without funding to "give us mandates that work". In my analysis I combined county budgetary and demographic data, with phone survey data gathered from Minnesota counties. I anticipate results that will show a wide variety in county administrator attitudes towards state mandates and varying local capacity to meet them. Costly state mandates, such as health services, and large county populations have proven significant in …

Children's Health Insurance Program: The Dynamics Of Federalism And Health Care Policy, Erik White Apr 2009

Children's Health Insurance Program: The Dynamics Of Federalism And Health Care Policy, Erik White

Political Science Theses and Capstones

On February 4th, 2009, President Obama signed into law the reauthorization of the Children Health Insurance Program. The federal government will now spend 30 billion dollars towards the goal of ensuring that more children in the United States are insured. I investigate this particular health care policy and look at the different dynamics that affect the ultimate goal of universal health insurance for children. Because this program allows for state flexibility under broad federal guidelines, one is able to look at individual states, and their particular actions and characteristics, to determine the best approach to insuring the most …

Over the years there have been many different education reforms and proposed ideas. This presentation will go in-depth into one such educational reform idea. Educational vouchers have been studied in various ways over the years; the data for this study comes from Milwaukee, Wisconsin and gathered over the course of years. The data gathered allows one to compare students in Milwaukee Public Schools and students that …

The Impact Of Terrorism On Business, Michael D. Larobina, Richard L. Pate

WCBT Faculty Publications

Terrorism has in one form or another been a part of society throughout history. Since the September 11, 2001 attacks in New York, the world community has been more focused on terrorism than ever before in most recent modern history. Terrorism has impacted multiple levels of society across the world community. One of those levels is the business environment. A specific aim of terrorism is to disrupt and destroy ongoing businesses. Therefore, the ability of governments to disrupt and destroy terrorism is essential to the continued growth and expansion of the world economy. Terrorism will directly impact a country's ability …

Who Will Care For The Women?, Candace Howes Apr 2009

Who Will Care For The Women?, Candace Howes

Economics Faculty Publications

Over 20 million people today, including children, working-age disabled, and elderly persons, require some sort of assistance to live safely. Largely because women live longer than men, well into the ages when the probability of needing care increases, 70 percent of elderly people who need long-term care are women. Furthermore, most long-term care is provided by women, mainly as unpaid care in the home, or as low-paid care in institutions and community settings (Stone & Weiner 2001). The United States faces a severe long-term care crisis because of the nation's inability to plan for the changing demographic balance. The crisis …

Advancing The Fiscal Health Of Low-Income Families: A Public And Community Health Approach, Doreen Treacy Mar 2009

Advancing The Fiscal Health Of Low-Income Families: A Public And Community Health Approach, Doreen Treacy

Center for Social Policy Publications

For decades, health researchers have documented the links between individual and household income/wealth and clinical health outcomes. The research and literature consistently point to both income inequality (i.e. individual household income/wealth as compared to other households in the same state) and individual household income as predictors of diminished health and morbidity. And yet the current framework for providing financial education, disseminating asset building information, and overall responding to the financial health of individuals and households takes no cues from public health and community health best practices. Further, the documented links between financial stress and compromised physical health are compelling enough …

Poverty In The Lesbian, Gay, And Bisexual Community, Randy Albelda, M.V. Lee Badgett, Alyssa Schneebaum, Gary J. Gates Mar 2009

Poverty In The Lesbian, Gay, And Bisexual Community, Randy Albelda, M.V. Lee Badgett, Alyssa Schneebaum, Gary J. Gates

Center for Social Policy Publications

In 2007, 12.5% of Americans were officially counted as poor by the United States Census Bureau. People from every region, race, age, and sex are counted among our nation’s poor, where ―poor‖ is defined as living in a family with an income below the federal poverty level. In contrast, lesbian, gay, and bisexual (LGB) people are invisible in these poverty statistics. This report undertakes the first analysis of the poor and low-income lesbian, gay, and bisexual population. The social and policy context of LGB life provides many reasons to think that LGB people are at least as likely—and perhaps more …

Economic Impacts Of The Proposed Maine Power Reliability Project, Charles S. Colgan Feb 2009

Economic Impacts Of The Proposed Maine Power Reliability Project, Charles S. Colgan

Economic Impact Analysis

Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.

Large construction projects such as MPRP typically have a different type of impact on the economy than, for example, a new manufacturing plant. Construction and related …

This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). Four major perspectives are reflected in this year’s analysis: (1) changes in overall NEO high-tech trends in comparison to the Midwest and the United States, (2) analysis of technology groups within the high-tech sector, (3) detailed analysis of bioscience in Northeast Ohio using the industry definition adopted by BioOhio, and (4) track of the NEO research and …

Can Non-State Certification Systems Bolster State-Centered Efforts To Promote Sustainable Development Through The Clean Development Mechanism, Jonathan G.S. Koppell, Kelly Levin, Benjamin Cashore Jan 2009

Can Non-State Certification Systems Bolster State-Centered Efforts To Promote Sustainable Development Through The Clean Development Mechanism, Jonathan G.S. Koppell, Kelly Levin, Benjamin Cashore

Publications from President Jonathan G.S. Koppell

Increasing economic globalization has coincided with the emergence and escalating influence of non-state actors and organizations in domestic and international policymaking, from shaping policy agendas to promoting private authority. The latter phenomenon has arisen, at least in part, from a critique of states' failures to adopt effective and enduring environmental policies. Rather than contest "command and control" institutions, non-state strategies embrace market approaches built around incentives and price mechanisms. Several forms of non-state authority have emerged, including corporate social responsibility, provision of information through labeling, and self-reporting.

Chinese Women And Economic Human Rights, Lisa Fry Jan 2009

Chinese Women And Economic Human Rights, Lisa Fry

Human Rights & Human Welfare

Women’s human rights in China have an intriguing history and a challenging present. In ancient China, Confucianism espoused the virtues of silent women who stayed at home. During the Maoist period, on the other hand, gender equality was prioritized by the state, and women were equally appointed to leadership positions and agricultural collectives with men. After Mao’s death, the country transitioned to a social market economic system that resulted in a loss of state support for gender equity. Today, the rights of women in China are not clearly defined, protected, or promoted. China’s patriarchal traditions have reasserted themselves, obstructing women’s …

Responding To Foreclosures In Cuyahoga County: Program Year Three Evaluation Report, March 1, 2008 Through February 28, 2009, Kathryn W. Hexter, Molly Schnoke

All Maxine Goodman Levin School of Urban Affairs Publications

Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. So it is not surprising that the fifteen mayors of the First Suburbs Consortium2 turned to Cuyahoga County to help them address this crisis. In response, in August 2005, the Cuyahoga …

Brokering Up: The Role Of Temporary Staffing In Overcoming Labor Market Barriers, Françoise Carré, Brandynn Holgate, Helen Levine, Mandira Kala

Center for Social Policy Publications

Alternative Staffing Organizations (ASOs) are social-purpose businesses created by community-based organizations and national nonprofits to “broker up” job seekers, starting with temporary assignments and forming bridges to better jobs. Funded by the C. S. Mott Foundation, the Alternative Staffing Demonstration examined four ASOs around the country for a three-year research project, with 18 months of close monitoring, exploring, and assessing the ASO model. The Center for Social Policy studied how ASOs structure the services they provide, handle day-to-day management issues, and sell their services. We found the ASO model was variously adapted to generate short-term employment, build work experience, provide …

An End In Itself And A Means To Good Ends: Why Income Equality Is Important, Arthur Macewan Jan 2009

An End In Itself And A Means To Good Ends: Why Income Equality Is Important, Arthur Macewan

Center for Social Policy Publications

In recent years “poverty reduction” has become the watchword in development agencies, in international lending institutions, and among development economists generally. The focus on poverty reduction reached a high point perhaps with the articulation of the Millennium Development Goals (MDGs) and with the extensive analytic work that has accompanied the MDGs. Yet, much of the discussion of poverty reduction and economic development in low and middle income countries has either ignored the issue of income distribution or has tended to view income distribution only in terms of its impact on economic growth.

Poverty and inequality, however, are intimately bound up …

Nepa And The Dynamics Of Public Participation In The Environmental Review Process: An Analysis Of The Northmet (Polymet) Mining Project Near Hoyt Lakes Minnesota, Amber Neumann

Political Science Theses and Capstones

Hypothesis: That comments collected from agency “experts” during the scoping phase of the National Environmental Policy Act (NEPA) process would be disproportionately represented as changes in subsequent drafts of NorthMet’s Environmental Impact Statement (EIS).

Methods: Tabular analysis of data collected from the Minnesota DNR publication of Response to the Public Scoping Projects PolyMet Mining Inc.; NorthMet Project. 2005

Results: There is an excellent cross section of comment sources represented in changes to subsequent drafts of NorthMet’s EIS. A lot of overlap exists between various types of participants and their concerns, resulting in many of the successful comments stemming from …

Department of Political Science and Law Faculty Scholarship and Creative Works

How does vote intention in presidential elections vary according to the economic conditions of a country, especially indicators of the financial market? Does the state of the economy, both its fundamentals as well as capital market, affect variation in candidates’ percentage of vote intention in national polls? This paper tests how economic indicators influence vote intention in presidential elections in two emerging markets: Brazil and Mexico. The presidential elections of 1994, 1998, 2002, and 2006 in Brazil and 2000 and 2006 in Mexico are analyzed using all poll returns for each electoral period and corresponding economic data. The paper finds …

Sangaré, a poor young farmer from a village in southern Mali, leaves his wife and three children to find stable employment in the capital city of Bamako. What he finds is an unrewarding reality that leads him from small job to small job, only earning about US 22 cents per day. These jobs range from selling sunglasses, to shining shoes, to driving a rickshaw. Unfortunately, his income has not proved enough to provide for his family, as his aunt has since adopted his daughter, and his children cannot attend school. The inability to find stable employment in Bamako has forced …
