Explaining The Deadlock Of Military Modernization In Taiwan During 2001 To 2007: A Political-Economic Analysis, Pei-Shiue Hsieh Dec 2008

Explaining The Deadlock Of Military Modernization In Taiwan During 2001 To 2007: A Political-Economic Analysis, Pei-Shiue Hsieh

All-Inclusive List of Electronic Theses and Dissertations

This thesis tries to explain why the Taiwanese have postponed several critical defense plans for seven years while China's threat toward Taiwan is increasing year by year. Many observers and scholars relate the deadlock over arms procurement in Taiwan to domestic political struggles since the DPP is not the majority party in the Legislative Yuan and opposition parties, such as the Kuomintang (KMT) and the People First Party (PFP), have repeatedly boycotted President Chen Shui-bian's policies. However, I found that domestic politics is insufficient for explaining such a deadlock. Rather, the U.S.China- Taiwan triangular relationship, including the variation of the …

America’S Biggest Low-Wage Industry: Continuity And Change In Retail Jobs, Françoise Carré, Chris Tilly Dec 2008

America’S Biggest Low-Wage Industry: Continuity And Change In Retail Jobs, Françoise Carré, Chris Tilly

Center for Social Policy Publications

For those concerned with job quality in the United States, the retail industry commands attention. Retail is not only the largest low-wage industry in the country’s economy; it is the largest industry, period. It generates numerous entry level jobs for those with limited formal training. Hourly wages of nonsupervisory workers in retail languish at about three-quarters the national average. Retail is a very important employer of young workers. Its workforce is also disproportionately female. Women are concentrated in particular retail sub-sectors and some minority groups seem to remain employed in retail over time. At the same time, retail jobs—at least, …

Fits & Starts: The Difficult Path For Working Single Parents, Rebecca Loya, Ruth J. Liberman, Randy Albelda, Elisabeth Babcock

Center for Social Policy Publications

With dramatic shifts in the economy in recent years, it has become increasingly difficult for families to move into or stay in the middle class without access to higher education and skills training. Government-sponsored work supports help by providing direct assistance to working families to meet basic needs, such as child care, food, and housing. Yet, many supports do not reach low-wage working families in Massachusetts because of low eligibility thresholds, inadequate funding, limited availability, limited awareness, and numerous barriers to accessing such supports. Even for low-wage workers who do receive key work supports, such as subsidized child care and …

Positioning Hospice Care Within The Black And Hispanic Communities, Carol Armstrong

Graduate Theses

Nationally, hospice care and the signing of advance directives are underutilized by minority populations. A retrospective study of 1,817 closed patient charts from a local hospice was conducted to determine significant differences among the White, Black and Hispanic patient populations. The number of White patients admitted to both hospice homecare and to the hospice inpatient was significantly greater than the number of admissions of either the Black or Hispanic patients. There were no significant findings in the total number of services provided to each of the …

Cooperative Federal Structure: A Workable Political-Economy Approach For A New Nepal, Alok Bohara Jul 2008

Cooperative Federal Structure: A Workable Political-Economy Approach For A New Nepal, Alok Bohara

Himalayan Research Papers Archive

The two main ethnocentric proposals for a federal structure –9 ethnic enclaves [CPN (M)] and the 1000 KM long east-west narrow corridor(s) [e.g., Madhesi parties’ demand for a single Terai state] as state(s)— are the two formal proposals that have drawn much attention of the lawmakers. Many, including this author, are of the view that the restructuring of the state needs to go beyond the cultural sentiment to incorporate many other issues such as: ecological interdependence, economy of scale, ethnic harmony, and comparative resource endowments. To that end, a cooperative federal structure proposed here takes the twelve ethnic regional enclaves …

It documents that despite the impressive strides by nations like China and India, absolute inequality between the richest and poorest countries is greater than ever before in history. It demonstrates that the rise of China and India creates a new dimension to the persistent problem of inequality.

Potential Impact Of Eitc Adjustments On Financial Self-Sufficiency Among Low-Income Families: A Simulation Model, Younghee Lim, Catherine Lemieux Jun 2008

Potential Impact Of Eitc Adjustments On Financial Self-Sufficiency Among Low-Income Families: A Simulation Model, Younghee Lim, Catherine Lemieux

The Journal of Sociology & Social Welfare

Policies that help low-income mothers find and keep employment as a means of obtaining self-sufficiency have been a focal point of the welfare reform debate in the past decade. In the midst of this dialogue, the Earned Income Tax Credit (EITC) has gained popularity as one of the core work support programs for America's low- and moderately low-income families with children. This study compares the estimated effects of EITC when its value deteriorated in the late 1990s with that of a simulated EITC for which the real value kept pace with the actual cost of living on welfare caseload reductions. …

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer May 2008

Portland Me: Affordable Housing V. Open Space, Patrick Wright, Brett Richardson, Richard Barringer

Planning

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. It highlights the need for champions within local government when a project evokes competing interests. It demonstrates the extent to which “words matter” to policy outcomes, and who …
