Are Credit Unions In Ecuador Achieving Economies Of Scale?, Nick A. Marchio

This study tests the assertion that membership growth in credit unions is constrained by their unique structural features, such as their non-profit mission and member-based ownership. Although these features enhance inclusiveness, existing theory suggest that they work against efficiency when membership grows too diffuse. To address this issue, this study uses a model that takes into account existing theory on constrained-optimization in credit unions and theory on the adverse effects of diffuse ownership. Using data on 36 public credit unions in Ecuador, the empirical analysis finds evidence that credit unions can achieve economies of scale despite their problematic structural features. …

Global AIDS policy still treats HIV as an exceptional case, abstracting from the context in which infection occurs. Policy is based on a simplistic theory of HIV causation, and evaluated using outdated tools of health economics. Recent calls for a health systems strategy – preventing and treating HIV within a programme of comprehensive health care – have not yet influenced the silo approach of AIDS policy.
Evidence continues to accumulate, showing that multiple factors, such as malnutrition, malaria and helminthes, increase the risk of sexual and vertical transmission of HIV. Moreover, complementary interventions that reduce viral load, improve immune response, …

There is no such thing as “affordable” housing. Affordability is not a characteristic of housing: It is a relationship between housing and people. For some people, all housing is affordable, no matter how expensive. For others, no housing is affordable, no matter how cheap.

While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

This article charts the evolving regulation of cooperation and coordination between international transport firms, in particular those operating within the liner shipping and international air transport sectors. There has been a long history of exemption of these sectors from the rules and regulations of antitrust or competition law. In the past three decades, regulatory reforms and privatization have, however, subjected these sectors to competitive forces that have transformed these industries. With the introduction of competition law in many jurisdictions, the justifications for their continued exemption have come under intense scrutiny. This analysis describes the organizational and operational characteristics of local public health agencies participating in an initial cohort of five (5) public health PBRNs in the U.S. We examine variation in practice settings within and between PBRNs; compare practice settings to state and national norms; and identify opportunities for comparative research that can be conducted through PBRNs.

The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

The assumption that contracts are largely impersonal, rational, voluntary agreements drawn up between self-interested individual agents is a convenient fiction, necessary for analysis using conventional economic methods. Papers prepared for a recent conference on ethics and international debt were shaped by just such an assumption. The adequacy of this approach is, however, challenged by evidence about who is affected by international debt, how contracts are actually made and followed, the behavior of actors in financial markets, and the motivations of scholars themselves. This essay uses insights from feminist and relational scholarship from several disciplines to analyze the reasons for this …

Estimated State And Local Fiscal Effects Of The Nurse Family Partnership Program, Timothy J. Bartik

This short paper estimates the state and local fiscal benefits of the Nurse Family Partnership (NFP) program. NFP provides nurse home visiting services to low-income first-time mothers. In addition to social benefits, NFP provides state and local fiscal benefits by reducing costs of social services, welfare, and crime, and increasing tax receipts due to increased earnings of mothers and former child participants when they grow up. Based on previous studies, this paper estimates that the present value, in 2007 dollars, of these state and local fiscal benefits is a little over $15,000 per NFP case.

Nearly half of all renter households in Massachusetts - 415,000 households - are "shelter poor." After paying for their housing, they do not have enough resources left to meet their non-shelter needs for food, clothing, medical care, transportation, etc., at even a minimal level of adequacy. The median income of these shelter poor renters in Massachusetts is only $14,000 a year. This is just 16 percent of the median family income for Metro Boston (AMI). Shelter poverty is a more realistic approach to assessing affordability than the conventional 30 percent of income standard because it takes into account the cost …

America is experiencing the worst economic downturn since the Great Depression originating with problems from mortgage backed securities and seeping into every major sector in the economy. We have witnessed the downfall or government takeover of some of the most powerful companies in the country, contributing to the highest unemployment rate America has seen in decades. During the 1990s, Japan experienced what is commonly referred to as “the lost decade,” a period of prolonged stagnant growth.
