Since the beginning of the millennium, all the regional energy players in the East Mediterranean had good cooperation with little intra-state rivalry or tensions. The Arab Gas Pipeline was successfully carrying Egyptian natural gas to Jordon, Lebanon, Syria and Israel. Egypt had signed agreements to further connect with the Turkish pipeline network, carrying natural gas to the European markets. However, the Egyptian government was facing an internal challenge concerning the normalization of economic relations with Israel. Public opinion was completely against the deal, yet the rest of the Arab Gas Pipeline destinations represented aspiration for further Arab cooperation.

While some US policymakers argue that economic sanctions always work and continue to use them as a key foreign policy tool, and while some other scholars argue that sanctions never work, this thesis focuses on when, not if, sanctions work. Contextualizing a discussion of the effectiveness of sanctioning undemocratic regimes in the Middle East and North Africa around the early 2000s shift away from US hegemony back to multipolarity, I conclude that the rise of Russia, China, and smaller states in the early 2000s affected the process through which the US is able to sanction adversarial regimes. This dissertation explains how and why Russia has expanded its sphere of influence in the Arctic and why the United States has not assertively balanced this expansion. In doing so, I show that regional spheres of influence are historically and socially constructed. While material and security concerns motivate state behavior, I show that states also develop institutions, identities and interests that influence their relationships with each other and cause them to approach regions in different ways that are not readily explained by realist or liberal assumptions of how international relations should work.

Open Secrets, Congressional Oversight, And The Geopolitics Of The Cia Drone Program, Marita C. Murphy

Analyzing four congressional hearings that publicly discuss the CIA’s ‘secret’ drone program, this thesis considers the interaction between publicity and secrecy in facilitating practices of later-modern warfare. Specifically, I examine the content of these drone hearings within the broader context of leaks, Obama administration speeches, and public interest in CIA drones to better understand how open secrecy engages with public oversight. I argue these hearings are deceptively productive. While they largely fail as oversight events, the hearings facilitate numerous unexpected outcomes—including the normalization and entrenchment of the CIA drone program. Paradoxically then, publicity proves essential to the maintenance and acceptance …

Climate change is fundamentally transforming both the Arctic and Antarctic polar regions. Yet these regions differ dramatically in their governing legal regimes. For the past sixty years the Antarctic Treaty System, a traditional “hard law” international law treaty system, effectively de-militarized the Antarctic region and halted competing sovereignty claims. In contrast, the Arctic region lacks a unifying Arctic treaty and is governed by the newer “soft law” global environmental law model embodied in the Arctic Council’s collaborative work. This attention is best represented by the democratic victory proposition, which suggests that democracies win the majority of their wars by virtue of being democratic. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.
