Japan's Food Security Issues: A Geopolitical Challenge For Africa And East Asia?, Thomas Feldhoff

Japan’s food self-sufficiency ratio is remarkably low compared to other industrialized nations. Growing world population, food, water, and energy shortages in combination with climate change and the rising competition for the world’s limited resources are the transnational dimensions of food and nutrition security related risks that are already affecting Japan. This paper analyzes the development and institutional context of Japanese policies related to its food security, particularly in relation to its commitments to support developing countries and to promote food security in Africa. Provides a historical overview and analysis of events affecting the Russian Navy from 1991-present. Emphasizes how this force still has mammoth strategic ambitions despite limited resources and an obsolete infrastructure. Stresses the ongoing presence of nuclear weapons, the increasing importance of the Northern Sea Route in Russian and international trade and strategy, and how U.S. and NATO countries budget constraints may make it hard for them to resist Russian assertiveness in areas such as Ukraine.

The South China Sea (SCS) is becoming an increasingly contentious source of geopolitical tension due to its significance as an international trade route, possessor of potentially significant oil and natural gas resources, China’s increasing diplomatic and military assertiveness, and the U.S.’ recent and ongoing Pacific Pivot strategy. Countries as varied as China, Taiwan, the Philippines, Indonesia and other adjacent countries have claims on this region’s islands and natural resources. With the UN High Commissioner for Refugees announcing early this year that the war in Syria may have claimed as many as 60,000 lives, two op-eds published late in 2012 usefully exemplify two contrasting frames that have thus far dominated international responses to the conflict—namely, the humanitarian frame and the geopolitical frame. Yet despite the apparent contrasts between these two frameworks, both reflect a similar contempt for the Syrian people and their right to self-determination. The humanitarian framing of the conflict emphasizes the scale of human suffering and the need to alleviate it, while the geopolitical frame accentuates political interests …

Rare earth minerals contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as Blackberries, and satellites. The U.S. has some rare earth resources, but is heavily dependent on access to them from from Afghanistan, Bolivia, and China. Losing access to these resources would have significant economic, military, and political implications. The “rise of the rest” has prompted questions about the capacity and willingness of the United States to lead the liberal international order established under its post-war hegemony. Some prophesize that stronger connections amongst emerging powers are the basis for a parallel international order parading different rules, norms and institutions. In contrast, Ikenberry argues that the visionary use of US power has woven capitalist and democratic societies together into a uniquely entrenched “Western” order that is “hard to overturn and easy to join.” Prevailing arrangements will condition the environment within which rising powers make their decisions; nevertheless, by joining the …

From Stadiums To Shuttle Diplomacy: Qatar’S Emergence As A Regional Diplomatic Power, Kedar Pavgi, Nakul Kadaba

During the chaos of the Arab Spring, Western diplomacy was facilitated through the State of Qatar. The small country's rise into the apex of international relations did not occur immediately after the first sparks of the revolution. Rather, Qatar's leadership within the Middle East resulted from years of effort put in by their leaders into devising a foreign policy that emphasized building relationships and cooperation with Western countries and their Arab counterparts. Qatar's leaders specifically focused their efforts on enhancing their reputation within international sporting forums, and the business that resulted from it. Since outsiders first visited the Arctic, they have believed in man's ability to conquer the region. Today's Arctic conquest is not one of heroic exploration, but rather one of ownership and exploitation. This paper illustrates contestation in the Arctic through the metaphor of a game, with attendant prizes, players, and rules. It focuses on how to prevent the future destruction of the Arctic given the interactions of the Arctic's landscape, prizes, players, and current management frameworks. This work applies geopolitical concepts to elucidate how geography, energy, and rivalries among global powers affect the Azeri foreign policy. This research work uses a deductive method of qualitative research and a longitudinal analysis of qualitative variables. This study first reviews the most significant academic works in the field to delineate the framework of Azerbaijani foreign policy. Next, it discusses the geographical features of the Azeri landlocked territory and its influence over foreign policy. American Overreach: Strategic Interests And Millennial Ambitions In The Middle East, Asli Bâli, Aziz Rana

This article argues that American actions in the Middle East designed to advance democracy and/or ‘moderation’ tend to yield perverse outcomes that frustrate the aspirations of local actors while undermining the values purportedly being promoted by the US. In order to explain these contradictions, we emphasise the linkage between policies of democracy promotion and long-standing American commitments both to millennialism and geographical omnipresence. As a result of these policies and geopolitical vision, we argue that ‘democracy promotion’ often devolves into a simple defence of American interest – by producing electoral outcomes intended to strengthen local agents seen as compliant with …

Parag Khanna’s analysis of American hegemonic decline paints a bleak picture for the future of America’s role in the emerging global order. He is correct to emphasize how the misguided policies of the Bush administration have done untold damage to America’s credibility, prestige, and overall influence in international affairs. It is thus difficult to find fault with such a sobering analysis of the immense challenges that lie ahead for the next U.S. president in the realm of foreign affairs.
