In the rising global strategic competition between China and the United States, artificial intelligence (AI) has taken on a special significance given its potentially transformative impact upon economics and security. Yet while the dialogue around the “AI race” is typically centered on foundational model capability enhancement, application in security contexts, and chip design and manufacturing, there is much less attention paid to its impact on geopolitics. In particular, AI diplomacy—the work of a state to spread its model of AI governance, evangelize its AI companies, and develop critical AI interdependencies and linkages around the world—is far less studied. Geopolitical Chessboard: How Vietnam Shapes American-Chinese Competition, Kiet H. Lê, Hiep X. Trần
The US Army War College Quarterly: Parameters
Vietnam’s geostrategic position—bordering China and commanding key South China Sea maritime routes—makes it a pivotal actor in shaping great-power competition in Southeast Asia. This article argues that the United States should support Vietnam’s neutrality and strategic autonomy as a means of countering Chinese influence. Unlike prior studies that portray regional states as passive players, this analysis highlights Vietnam’s active role in influencing regional dynamics. Through comparative analysis with the Philippines, using historical case studies, geographic assessments, and policy reviews, the article offers practical insights for military and policy practitioners on how geography shapes alliance formation and strategic competition.

Assessing The Feasibility Of Small Modular Reactor Deployment On Islands In Southeast Asia And The Pacific, Hayden C. Beauchemin

This study looks at the feasibility of using Small Modular Reactors (SMRs) to provide island microgrids in Southeast Asia and the Pacific with clean, reliable electricity. SMRs are compared to current methods of electricity generation, namely diesel generators, as well as to renewable alternatives. Policymakers will face geopolitical, technical, economic, and domestic political challenges to SMR deployment. The key considerations of SMRs, including economic viability, safety approaches, public attitudes, and diplomatic relations are considered, and solutions are identified for issues such as financing and nuclear waste disposal. Initiated in 2013 by President Xi Jinping, China’s Belt and Road Initiative (BRI) is a broad foreign policy strategy designed to foster regional and global development through infrastructure investments. The initiative aims to integrate China’s growing economy with the rest of the world via land and maritime networks. A key element of the BRI is the 3,000 km China-Pakistan Economic Corridor (CPEC), which includes highways, railways, oil and gas pipelines, and a fiber optic network connecting Kashgar in China’s southern Xinjiang to Gwadar in Pakistan’s Balochistan. The Three Seas Initiative (TSI) is a relatively new political and economic platform aimed at enhancing connectivity and infrastructure development in Central and Eastern Europe (CEE). This initiative seeks to address the region’s historical underdevelopment and lack of north-south connectivity. This paper examines the role of the TSI in the context of a changing geopolitical landscape, where Russia and China are increasingly seeking to exert influence. The shifting global geopolitics have led to a new security dilemma in Europe, especially in trans–Atlantic relations. NATO as the vanguard of the trans–Atlantic defense pact is faced with transitional conditions of non-conventional threats that return to conventional threats. This paper examines the motivations behind Russia’s involvement in Mali, focusing on the interests of both the Russian and Malian states. This analysis is complicated by the presence of Wagner Group, a semi-state security force whose ties to the Russian government have been officially denied until recently. The paper situates Russia’s engagement within a broader geopolitical context, highlighting pivotal events such as the annexation of Crimea in 2014 and the invasion of Ukraine in 2022. This article briefly explains the correlation between Ethiopia’s ambitious GERD project and the potential shift in power distribution in the region known as the Horn of Africa. The GERD (Grand Ethiopian Renaissance Dam) is a hydroelectric dam designed to drive economic growth by harnessing the Nile River as its core. The United States must place Russia’s focus on geographic concerns at the center of future strategy development to build a constructive relationship with Russia and achieve US regional goals. This article analyzes Russia’s geography and historical impact on Russian foreign policy, outlines Moscow’s current foreign policy goals, and highlights underlying concerns for US policymakers and military practitioners. By pursuing policies that support Russian goals of economic integration, mitigation of demographic concerns, and security of national borders, the United States can set the foundation for productive engagement on critical issues.

What are Beijing’s intentions behind the Belt and Road Initiative (BRI)? China’s foreign policy efforts between 2010 and 2017 are analyzed by comparing five indicators to BRI project spending to understand the goals driving the initiative. Five indicators are used to compare how China’s interest between Belt participants and Road participants: image building, economic volatility, public opinion, energy resources, and geostrategic location. These indicators are applied to four case study BRI participants to rate China’s interest and then compare that to overall BRI project spending. A great deal of research focuses on the question of why incumbents invite IEOs but do not explicitly explored the root cause of why cheating in elections occurs despite the presence of IEOs. The occurrence when incumbents in young democracies invite international election observers (IEOs) and nevertheless cheat in elections has not been fully explored. This research advances the following expectation: incumbents seeking international benefits and whose electoral institutions are not fully mature are more likely to invite IEOs and cheat in an election. The last six months of the Trump administration witnessed interesting developments regarding its legacy in the Middle East. The normalization of ties between four Arab states and Israel constituted major breakthroughs not only in the regional inter-state relations but also for the American foreign policy in the region.
In this context, this thesis offers insights into how to understand and evaluate the administration's approach towards these developments. Based on systematic and empirical research, I analyze a corpus comprised of Trump-era foreign policy documents regarding the Iranian and Israeli-Palestinian questions. In the first several years following the attacks on September 11, 2001, many in both the American political elite and general public questioned the merits of the US’s strong alliance with the Kingdom of Saudi Arabia, as fifteen of the nineteen hijackers, as well as Osama bin Laden, were Saudi citizens. The Kingdom was known for its lax regulations surrounding terrorist financing, which played a role in al Qaeda’s ability to carry out the 9/11 attacks. Due to this, many called for the US to end its historic partnership with the Saudis.

Urban warfare is as old as human history. It is becoming increasingly important in international political and military planning due to increasing global urbanization and the presence of megacities (urban areas with populations exceeding 10 million) in many global regions and being in areas of recent and potential military conflict. 2018 World Bank data notes that approximately 56% of the world's population lives in urban areas which is up from 34% in 1960.
