This paper does not aim to dispute that Brazil would benefit from reforms in any or all of these areas. Rather, the paper offers a skeptical perspective on reform menus and proposes an alternative explanation for the faster growth of Brazil’s peers India and China2. The paper begins by introducing (section 1) the idea of the BRICs countries, to establish the basis for comparisons of most similar cases. It then surveys the results of a generation of Washington Consensus era growth (section 2). As traditionally conceived, the creation of a new rule of customary international law requires that states believe the law to already require the conduct specified in the rule. Distinguishing the process whereby a customary rule comes to exist from the process whereby that customary rule becomes law dissolves this chronological paradox. Creation of a customary rule requires only that states come to believe that there exists a normative standard to which they ought to adhere, not that this standard is law. Silence Of The Laws? Conceptions Of International Relations And International Law In Hobbes, Kant, And Locke, Michael W. Doyle, Geoffrey S. Carlson

This Essay explains how the political theorists Hobbes, Kant, and Locke interpret the decision to go to war (us ad bellum) and the manner in which the war is conducted (just in bello). It also considers the implications of the three theories for compliance with international law more generally. It concludes that although all three can lay claim to certain key features of modern international law, it is Locke who provides the most complete support for both the laws of war, in particular, and with international law, in general.

This paper attempts to describe the concept of interdependence and its rationale. This paper uses the country of Botswana to illustrate the concept to junior secondary school students. In order to do so, this paper gives a brief background to Botswana and a brief description of the concept and rationale of interdependence. Finally, this paper attempts to use Botswana to illustrate the teaching of interdependence by way of education, health services, transportation, and Botswana’s membership in world organization, with reference to some related topics on interdependence from the junior secondary school social studies syllabus.

Often referred to as an infrastructure or a‘democracy bureaucracy’, the worldwide net- work of democracy promotion and good governance non-governmental organizations (NGOs), international organizations (IOs), and bilateral agencies is immense and multi- faceted. Although they share a general mission of promoting democracy, each operates with varying goals and foci ^ and somewhat different definitions of democracy. Nevertheless, they share many common ends: free and fair elections, a responsive and participatory citizenry, rule of law, and transparent institutions.

As the international response to recent events in Darfur demonstrates, the restriction of authority to intervene to the United Nations poses the greater legal barrier to intervention. From a practical perspective, then, the more pressing question may be whether international law ought to be modified to permit states, or multi-state organizations, to carry out unilateral humanitarian interventions; that is, interventions that are not authorized by the United Nations. The tension of postmodern condition creates two distinctive grand-narrative discourses in seeing poverty: modernist and anti-modernist. Even though the discourse of the postmodern condition remains within the regime of grand narrative discourses, there is a little narrative called the wisdom of capitalist discourse. International relations scholarship begins and ends with assumptions—about human nature; about human interaction; about starting points, relative information, and outcomes. Such assumptions are necessary to further the intellectual coherence and development of scholarly work. However, they restrict the applicability of scholarly research to those situations that parallel the work's underlying assumptions.

Hijacked Justice: Domestic Appropriation Of International Norms, Jelena Subotić

This paper explores the domestic politics of international norm diffusion, using the global transmission of transitional justice norms as the empirical context of the research. Applying sociological institutionalism as the principal theoretical framework, I argue that the motivation of states to adopt international models of transitional justice has changed over time. The transitional justice norm - that posits that war crimes and massive human rights abuses must be dealt with in a proper legal setting and not through “victors’ justice” or impunity - was institutionalized in large part as the result of a strong domestic demand for transitional justice in …
