Since gaining independence in 1947, India's population, expansive land size, robust economic position, and historical and cultural ties have enabled it to dominate South Asian neighbours with comparatively less developed economies and weaker military strength. Since Narendra Modi assumed office as the Prime Minister of India in 2014, the “Neighbourhood First” policy was coined to enhance India's influence in South Asia, creating a favourable environment for its ascent as a global power. This dissertation attempts to locate the intractable issue of Kashmir within a global context. The global setting utilized here is constituted and shaped by multiple levels, none of which is purely discrete, and which act upon each other with differing degrees of salience. Taking a discourse analytic approach, political positions can be seen as activating (acting upon, mobilizing, or challenging) existing discursive material in a given political context and then deploying it. Media accountability is a phrase that refers to the general (especially western) belief that mass media has to be accountable in the public’s interest - that is, they are expected to behave in certain ways that contribute to the public good. This essay examines the nature and development of an Anglophone tradition of conservative political thought (conservatism). It considers how, in contrast to a more reactionary European tradition, conservatism has evolved over time in its variously diverging and converging Anglo-American historical and cultural contexts and what relevance – what analytical utility – this body of political thought may have today for understanding politics and socio-cultural developments in a postcolonial world beyond its Western origins. This paper does not aim to dispute that Brazil would benefit from reforms in any or all of these areas. Rather, the paper offers a skeptical perspective on reform menus and proposes an alternative explanation for the faster growth of Brazil’s peers India and China2. The paper begins by introducing (section 1) the idea of the BRICs countries, to establish the basis for comparisons of most similar cases. It then surveys the results of a generation of Washington Consensus era growth (section 2).
