This paper explores today’s landscape of violent conflict in the context of the now 15-year-old “War on Terror” and its defining trait of strengthened, nimble, and networked violent extremist non-state militant groups. Nuclear arms have revolutionized the ways by which human beings are able to harm one another. Omnipresent in the status quo is a nuclear tension, and whether subtly or more overtly, this tension underlies a great many international relationships. While Westphalian paranoia and neorealist power perceptions encourage populations to continue placing their faith in nuclear umbrellas and deterrence strategies, scholars and activists increasingly claim that without the realization of universal disarmament, humanity concedes to the inevitability of future nuclear detonation.

The goal of this paper is to explore the way French nationals in Morocco continue to participate in French politics even though they no longer live in French territory. The research examines three organizations that are based in Morocco and participated in French elections in May 2014. They are the Union de Français de l’Etranger, Français du Monde and UMP Maroc. Over the past decade, the Arctic region has received increased attention from climate scientists, politicians, and transnational corporations. Human-induced climate change is causing glaciers to recede, resulting in new northern sea passages that are highly sought after by businesses and governments alike. Deeply affected by this increased northern exposure are Arctic Fourth World nations – politically and culturally distinct nations encapsulated by states – that have lived in the Arctic for millennia.
