The French Colonial Empire of the Age of Imperialism was born in the apocalyptic fires of a millennial movement: the French Revolution of 1789. Millennial movements aspire to rapidly, often violently, achieve utopia by transforming their contexts. Revolutionary France went to war to liberate the world from tyranny and so began both French nationalism and the resurged French colonial empire. The crusade failed, but nationalism and imperial expansion remained. The French genuinely believed that, in their imperial and colonial expansion and domination, they were bringing the world closer to utopia. Assimilation, linguistic and cultural, was a key part of this. …

This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution. This essay focuses on sexual violence against women during the October 7 massacre and the following captivity of female hostages in the Gaza Strip. Its premise is twofold. First, it puts forward the resoluteness with which sexual violence against women must be condemned, as it transcends any politics. Sexual violence against women is unacceptable under any circumstances and cannot be used as a weapon in any kind of conflict. The complex forces of national identity, economic ambition, and ideological justification created a dynamic and contested landscape that shaped America’s Cold War policies. A carefully curated useful past, bolstered by religious convictions, fostered a belief in American exceptionalism and moral leadership that provided both the impetus and justification for 11 America’s actions abroad. Yet, America’s stated ideals—freedom and democracy—existed in stark tension with the pursuit of its national interests, often clashing with its self-perceived moral superiority. Mao Zedong led one of the most successful peasant rebellions in human history, changing the global stage of politics forever. Analysis of the 30 year war between Mao’s CCP and the Nationalist Party regime, led by Chiang Kai-shek, reveals the vital role of the Chinese peasant class as a force for revolution. Through ideological pedagogy, Mao formed a highly loyal army that in turn transformed him into a premier political figure of the 20th century, both hated and revered. His story informs the modern field of comparative politics as to how intrastate conflicts rely on sub-state actors for their success.

The study aims to identify the challenges faced by the United States in maintaining its manufacturing capabilities and to propose strategic solutions to address these challenges. The ubiquity of sexual violence, with its devastating physical and psychological consequences, has rendered conflict-related sexual violence (CRSV) one of the most effective and enduring “invisible crimes” of war. Despite receiving growing attention across academic, political, and activist circles, wartime sexual violence remains pervasive in contemporary conflict zones. Against the backdrop of these frequent and recurring violations, this thesis explores the dissonance between high-level rhetorical commitments to preventing and punishing CRSV and on-the-ground realities. Public trust in the U.S. government has declined sharply over the past several decades, falling from roughly 75% in the late 1950s to almost 15% today. This project examines how major U.S. foreign policy decisions, specifically during the Vietnam War, the post-9/11 Global War on Terror, and the ongoing conflict in Palestine, have contributed to this erosion of trust. Through qualitative analysis of historical records, public opinion data, and scholarly assessments of U.S. military actions and their global consequences, the research identifies recurring patterns in how government narratives, media framing, and revelations of human rights violations shape public perception. This chapter traces Southeast Asia’s overall pro-U.S. trajectory from before and through the American war in Vietnam, a process in which the region’s anticommunist nationalists collaborated with the United States and Britain to gain, and remain in, power. Between the late 1940s through the early 1960s, indigenous anticommunist elites in Thailand and the Philippines rose to political dominance with U.S. assistance; in Malaya and Singapore they did so with British support. The United States and Britain, with their Malayan and Singaporean allies, would influence developments within Indonesia that precipitated the Indonesian Army’s rightwing coup of 1965, a transformative event that …

Since the Genocide Convention was adopted by the General Assembly in 1948, eight cases have been brought to the ICJ by invoking Article IX of the Genocide Convention as a basis of the Court’s jurisdiction. Only two cases have reached their conclusion based on the merits of the case, with others decided during preliminary proceedings, while still others remain ongoing. There have been numerous studies of ICJ impartiality, with particular focus on judges’ voting records, using large amounts of data to discern any trends and biases. Balancing sustainable and traditional practices while maintaining socio-economic stability can be difficult, especially under European Union (EU) agricultural regulations. A key area of concern for some agro-regulations is viticulture, or grape growing, which is amongst the most climate-sensitive agricultural sectors. These agro-regulations address multiple goals, including sustainability, exports, and cultural heritage protection. The threat posed by the Democratic People’s Republic of Korea is a neglected and under prioritized problem across the US government, requiring a dramatic change of approach. Most proposals for Goldwater-Nichols reform focus on geography, either increasing or decreasing the number of geographic commands. Based on our personal experience as Joint military planners at strategic-level headquarters, we argue that the change needs to go further, focusing on global national security problems instead of geography. This article’s analysis and conclusions will provoke conversation across the national security enterprise about how the United States competes with multiple global threats.

Academic military historians, government institutions, and defense practitioners have unique purposes for advancing the study of war that influence the way they consume and produce history. Although there is substantial scholarship covering how the discipline of military history has changed since the late nineteenth century, the literature surrounding why it changes and how it is used is less plentiful. Using primary and secondary sources to contextualize debates between historians, this study traces major developments in military historiography, considers the US Army’s relationship with its history, and explores potential connections between a history’s purpose and its use for military professionals.

This paper argues that the mode and historical context in which piracy ascended in the Caribbean after the War of the Spanish Succession, as well as the historical interrelation between maritime technology and pirate tactics, coalesced into a diachronic Damocles Sword that resulted in the downfall of piracy in the Golden Age. Sanctioning piratical enterprises as a subconventional maritime strategy displayed a geopolitical reliance on piracy by great powers. Why do ongoing genocides persist despite global condemnation? This paper examines the challenge of ending ongoing genocides and argues that the persistence of genocides can be largely attributed to the interaction of structural factors and triggers with inadequate responses at the national, regional, and international levels. The analysis focuses on the genocidal experiences of the Yezidi and Rohingya communities, which were triggered by the 2014 attacks in Sinjar, Iraq, and the 2017 actions in Rakhine State, Myanmar. This paper examines weaknesses in the Responsibility to Protect (R2P) principle, drawing on the scholarly literature on norm diffusion and norm cooptation. Despite having been unanimously adopted by the UN General Assembly in 2005, the R2P doctrine almost immediately attracted criticism that it reinforced a neocolonial stance by nations of the Global North toward those of the Global South. This critique grew in force during the chaotic aftermath of the 2011 intervention in Libya, which had been authorized as an R2P mission. In this paper, we argue that atrocity prevention (AP) researchers face obstacles to inference and knowledge synthesis in the study of AP strategies and tools. We argue that researchers can begin to address obstacles to inference by using rigorous social-science methods and can address obstacles to knowledge synthesis through greater coordination and transparency about concepts, methods, and data. Our argument proceeds in four parts. First, drawing on a systematic review of three decades of research about AP tools, we survey key analytic obstacles to drawing conclusions about the effects of AP policy.
