This dissertation offers an in-depth descriptive account of how women manage daily risks associated with sex work, criminalization, and HIV/AIDS. Primary data collection took place within two slums in Kampala, Uganda over the course of fourteen months. The emphasis was on ethnographic methodologies involving participant observation and informal and unstructured interviewing. Insights then informed document analysis of international and national policies concerning HIV prevention and treatment strategies in the context of Uganda. The dissertation finds social networks and social capital provide the basis for community formation in the sex trade. It holds that these interpersonal processes are necessary components for …

The South China Sea (SCS) is becoming an increasingly contentious source of geopolitical tension due to its significance as an international trade route, possessor of potentially significant oil and natural gas resources, China’s increasing diplomatic and military assertiveness, and the U.S.’ recent and ongoing Pacific Pivot strategy. Countries as varied as China, Taiwan, the Philippines, Indonesia and other adjacent countries have claims on this region’s islands and natural resources. Guatemala has, until today, struggled to achieve security and justice following the end of nearly half a century of civil war in 1996. One specific institution, the International Commission Against Impunity in Guatemala (CICIG), has been implemented to rectify many of the Guatemalan state’s difficulties in establishing and maintaining the rule of law. In this thesis, I look to better explain CICIG’s role in Guatemala relative to security and justice in a post-conflict setting: I define CICIG as an institution potentially capable of building societal trust, and I explain how the inclusion of procedural justice within transitional justice can help …

For American intellectuals, the Cold War involved a battle far more important than the ones taking place in faraway lands. While the nearly half-decade conflict never degenerated into a nuclear war, the combat between intellectuals resembled a nuclear explosion at times. Participants in the war of words believed that intellectual debates would determine the direction of American foreign policy, and possibly whether the United States survived the Cold War. Divergence between the two parties was sidelined due to the necessity for unity on account of the military and economical threat that rivaled US interests. Conservatives And The End Of The Draft, Shad Ashcroft

While conservatives of all stripes generally supported the Vietnam War, particularly at its onset, I will show that the debate to end conscription reveals a rift between traditional conservatives who supported the draft and libertarian conservatives who opposed it (while generally supporting the war). Furthermore, though they shared the goal of ending the draft, libertarian conservatives and New Left protesters agreed on little else. The protesters' primary goal was to prevent future wars like Vietnam. Conservatives, on the other hand, embraced the all-volunteer army in part to maintain executive branch independence in foreign affiars.

This paper examines the extent of which START I and New START achieved effective balance of power between the United States and Russia. It addresses the purpose, agreements and the impact of START I and New Start on the effectiveness in accomplishing global balance of power. This paper argues that while the original START I accomplished a global balance of power by equalizing reduction of nuclear arsenals in both countries, but that New START did not accomplish a long-term global balance of power. NATO as an alliance has stood the test of time since the early post-war years. Yet similar alliances such as SEATO passed into history long ago. The problem with the NATO model of alliance was its inability to be applied to the Third World. The particular circumstances of Southeast Asia prevented SEATO from becoming a true successor to the NATO alliance system.
