The US Army War College Quarterly: Parameters

This article argues that the historical assessment of Dwight D. Eisenhower as Supreme Allied Commander of the Allied Expeditionary Force in World War II lacks objectivity and balance. It identifies several strategic errors and missteps attributable to Eisenhower, which resulted in severe casualties and prolonged the war in Europe. The conclusions can help US military practitioners and policymakers assess the background and qualities required for successful theater command during wartime and senior commanders’ performances.

This review essay discusses Rajesh Basrur's Subcontinental Drift: Domestic Politics and India’s Foreign Policy and Feroz Hassan Khan's Subcontinent Adrift: Strategic Futures of South Asia and explores Indian strategy, especially concerning domestic issues and the relationship between Pakistan and India. The review concludes by noting that the two books agree on the oversized role of the Pakistani military in India’s national politics, where most security and foreign policy decisions are directed toward Pakistan.

Why did the Islamic Republic of Iran (IRI) adopt a passive defense strategy? This dissertation is the first to trace the institutional development of the IRI’s passive defense strategy and its two Islamic Revolutionary Guards Corps (IRGC)-led executive bodies: the Permanent Committee for Passive Defense (PCPD) and the National Passive Defense Organization (NPDO). Passive defense can be defined simply as defense without weapons, which includes all precautionary actions other than using weapons to minimize the effects of enemy hostile operations that increase deterrence, reduce vulnerability, sustain essential activities, promote national stability, and facilitate crisis management in the face of enemy …

Violence and war can be incited, and so can peace. This volume shares select addresses and responses from Seton Hall University’s 2/7/23 conference “Inciting Peace From The Inside Out.” A multi-disciplinary range of scholars each addresses how reconciliation processes grow from spiritual dynamics. Multiple religious traditions teach contemplative praxes that prioritize and nurture personal reflection oriented toward peace. Social conflicts divide, so engaging them with a partisan orientation only serves to escalate harmful rifts. In contrast, bringing personal awareness and sensitivity, spiritual balance, and holistic integral perspective to conflict can transcend divisions and work toward unity. This volume is supported …

This article examines Raven Sentry, a project that employed artificial intelligence to provide advance warning of insurgent attacks in Afghanistan. During 2019 and 2020, the Resolute Support Deputy Chief of Staff for Intelligence (J2) benefited from a command culture open to innovation, the urgency created by the US drawdown, and a uniquely talented group of personnel that, aided by commercial sector experts, built an AI system that helped predict attacks. The war’s end cut Raven Sentry short, but the experience provides important lessons on AI and the conditions necessary for successful innovation.

In Ukraine, soldiers’ psychological resilience is of paramount concern. Therefore, the Armed Forces of Ukraine have developed a new intervention, Combat Path Debriefing, designed to address combat stress and promote unit readiness for soldiers returning to combat. This article outlines the components of Combat Path Debriefing and discusses how it is rooted in principles of combat and operational stress control and the unique characteristics of Ukrainian military life. This perspective offers US and allied leaders real-world experience that can inform future efforts to support soldiers’ mental health and combat performance.

The Dynamics Of Us Retrenchment In The Middle East, Paul K. Macdonald, Joseph M. Parent

This article argues that conditions favor American retrenchment from the Middle East because the United States can shift burdens to capable states in the region, there are few areas where US commitments are interdependent, and the local conquest calculus favors defense. Forward military deployments do not positively influence potential threats in the Middle East, and maintaining deployments there will detract from meeting challenges from China. Through comparisons to prior cases of great-power ordinal decline, this article puts America’s modest decline in historical perspective and finds that retrenchment policies will likely have positive consequences.

This thesis addresses the intricate relationship between the historical persecution of the Holocaust and its enduring influence on contemporary Jewish political engagement, a subject of significant contemporary relevance in political and international relations. Despite broad recognition of the Holocaust’s impact, the specific ways in which its memory affects Jewish political attitudes and actions around the world in the modern day have not been sufficiently thoroughly examined. Following the Cuban Missile Crisis, many in the United States and the Soviet Union believed their leaders had narrowly avoided nuclear annihilation. In response to this crisis, however, American and Soviet citizens asked more questions about nuclear weapons and their spread than ever before, well into the 1970s, and toward the decade of détente, or “de-escalation” between the superpowers. The term détente first appeared in writings from 1912, as France and Germany tried unsuccessfully to ease the tension before World War I.1 However, it is more famous in its use in Cold War foreign policy. One person’s life forms the core around which Philippe Sands’ The Last Colony explores the events leading up to the advisory opinion on the Legal Consequences of Chagos Archipelago from Mauritius in 1965. That person is Liseby Bertrand Elysé, who was born in 1953 in Chagos, then forcibly removed to Mauritius in 1973. Her efforts to return home eventually brought her to a 2018 hearing at The Hague, where she spoke to the International Court of Justice bench by means of a subtitled video. The First Intermediate Period (FIP – ca. 2120-1970 BCE) is often described by Egyptologists as a period of “civil war.” In the Egyptological literature, however, little attention is paid to defining this notion (which was first introduced only in the Late Roman Republic, almost 2,000 years later) and to explaining how it could be applicable to ancient Egyptian history.

Morocco’s unique situation as a Mediterranean “gateway” between Africa and Europe makes the country a key strategic partner to the European Union. When it comes to migration diplomacy, however, cooperation between the two actors is hardly a given. This paper studies Morocco-EU migration diplomacy between 2000 and 2020. It provides an overview of the events and agreements that have shaped the relationship, with a focus on Morocco’s rationale. This was the first time nuclear weapons had been paraded through Moscow since before the end of the Cold War. The previous August, Russia had resumed nuclear-capable bomber patrols, and in January, 2007, President Putin acknowledged Russia had begun to build new nuclear weapons. These remarkable events were met with little acknowledgement in the West, as if they were completely normal. This dissertation explores the historical evolution of Iran's nuclear program from its inception in the 1950s to the signing of the Joint Comprehensive Plan of Action (JCPOA) in 2015. It examines how threat perceptions have, over the decades, influenced Iran's nuclear posture, leading the Iranian political leadership to adopt a hedging strategy that extends beyond changes in ruling regimes. This study employs the Proliferation Strategy Theory (PST) as its theoretical foundation. This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.
