Not since the 1930s have I been as concerned for the short term future of American agriculture as I am now. Last year's net farm income is estimated at only about $15.5 billion. In the aggregate, and in real term, that is the lowest it has been in decades. Fortunately, on a per capita or per farm basis the numbers are less depressing and, fortunately, they will begin to trend upward again in 1984. But it looks as if export tonnages will decline for the fourth year in a row, and farm land values may also decline for the fourth …

So much has been done in the name of nuclear deterrence, so much destructive power built by ourselves and the Russians that it may seem rather late in the day, not to say absurd, to wonder whether or not mutual deterrence really occurs and ask what evidence can be adduced to prove it. Yet such a question may be essential to an understanding of international nuclear politics. The problems thus posed are difficult, however, and cannot be solved by direct means. It is a pleasure for me to speak this evening before such a distinguished group of agribusiness and academic representatives, all of whom have a common interest. Twenty years ago, that interest would have been denominated as "agricultural policy". Today it would be called "food policy", which presumably is a broader term. Food policy is usually defined to encompass the interests of everyone in the production and marketing process from producer to consumer. This thesis views the efforts of American oil interests to participate in the exploitation of Middle East oil resources in the 192Os as a point of departure in United States foreign policy. In its opposition to official involvement in the affairs of private business, the United States Government insisted that American oil companies negotiate directly with the British Government­ dominated companies which controlled the Near and Middle East. By placing the execution of its international oil policy under the control of private industry, the United States Government surrendered its capacity to conduct diplomacy with regard to a vital strategic resource. …
