Public opinion research has changed dramatically in the last ten years in Poland, in terms of its methodology, scope, and role in political change. During the "first" Solidarity era (1980-81), the genie of public opinion was let out of the bottle, and even martial law could not entirely put it back. Public opinion polling in the 1980s became more sophisticated and more common, and began to tackle increasingly sensitive political issues. Public opinion came to play a role in the political process, and to give the Polish population a sense of its own purpose and values. It also revealed the …

In its struggle to reform, the Soviet leadership faces a major dilemma in attempting to reconcile economic efficiency with a commitment to social justice. The economic reforms of perestroika call for a greater role for market mechanisms and even private enterprise. However, these policies often run up against a public opinion that is staunchly egalitarian. Public attitudes that are, on the one hand, critical of elite privileges and distrustful of the state distributive apparatus are also, on the other hand, supponive of centralized distribution of resources, limitations on high incomes, and restrictions on private propeny.

An original and provocative analysis of the role of communications in the Thirty Years War and the English Revolution of 1640-1649. The years covered by the book saw the first printed new periodicals, the opening of the royal postal system to public correspondence, the monopolization of the posts by the state, and the exploitation of this communications infrastructure for surveillance and news purposes by the emerging territorial state. The book argues that all these developments were related aspects in the emergence of a currency of the word, a change in the temporal status of literate media. Printed commentary now flowed …

It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

Economic sanctions have been used throughout history to coerce target nations to acquiesce in the objectives of nations that impose them. The record of achievement, using sanctions as a tool of foreign policy, has been poor. Regardless, nations continue to use economic sanctions to attain their goals despite their relative ineffectiveness. And as nations apply sanctions frequently to resolve international conflicts, such frequency tends to impair the credibility of sanctions as an implement of foreign policy. Mr. Chairman, fellow delegates, this week GATT faces an historic challenge. Our task is more difficult than any that has confronted world trade since the very creation of GATT in 1947. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.

Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.
