There is widespread consensus amongst scholars that sanctions—the deliberate withdrawal of customary trade and financial relations—do not work. Despite this perception, states are deploying sanctions at an increasing rate. This Article explains this paradox by arguing the predominant notion of sanctions’ utility employed by scholars is unduly constrained, narrowly focusing on the ability of such measures to modify the behavior of sanctioned parties while disregarding the alternative benefits this instrument can deliver. The management of the herdsmen-farmers conflict-induced internal displacement in Benue State, Nigeria was characterized by the conflictual approach of the Benue State government and disagreement over displacement data by humanitarian agencies. The study explored the inter-connected relationship among stakeholders within the humanitarian eco-system and its effects on protection measures and durable solutions for the conflict-induced displacement crisis. The qualitative study was conducted among twenty-three adult females and males comprising internally displaced persons (IDPs), and humanitarian workers in the government and non-governmental humanitarian sectors. The complex forces of national identity, economic ambition, and ideological justification created a dynamic and contested landscape that shaped America’s Cold War policies. A carefully curated useful past, bolstered by religious convictions, fostered a belief in American exceptionalism and moral leadership that provided both the impetus and justification for 11 America’s actions abroad. Discussions about artificial intelligence (AI) are gaining prominence in the recent revival of “cold war” narratives comparing US-China relations today to the historical rivalry between the US and the Soviet Union. Drawing on a review of existing academic and policy literature engaging with the “AI cold war” narrative, this paper examines how the narrative is justified, and numerous ways that it can be challenged. This article offers the first interdisciplinary critique of transparency in international investment law (“IIL”) that draws on transparency-skeptical and accountability scholarship in political science and public administration. Not only has the expansive IIL literature overlooked these disciplines, but much of it fails to define the core concept of transparency. Building on contributions from the fields of administrative law, international relations, and system theory in classic political science, we provide a novel functionalist account of transparency that traces a line from transparency to accountability to influence in the IIL system.

This study used a qualitative case study analysis to answer the following research question: How are governments in the Global South tackling the challenge of preserving UNESCO World Heritage Sites in the face of climate change? This was done by investigating the adaptive capacity of the Chan Chan Archeological Site in Trujillo, Peru. In 20th century Pahlavi Iran, Reza Shah and Mohammad Reza Shah instrumentalized the ‘woman question’ — women’s political, economic, and professional roles in a changing society — to consolidate their power and promote a modern state. Reza Shah utilized top-down and coercive reforms, including veiling and education, to strengthen his power, weaken religious influence, and create a visible national identity. In drought-prone regions of Eastern Ethiopia, recurring droughts profoundly reshape everyday life in ways that deepen existing gendered inequalities. Drawing on fieldwork conducted in Fedis district, including semi-structured interviews with women, project implementers, and government officials, as well as group discussions with community members, this study explores how women experience, navigate, and resist the gendered impacts of drought. This study examines the rhetorical strategies used by coup leaders in Francophone Africa to authorize their actions and garner public support. Focusing on recent military takeovers in Mali, Burkina Faso, and Niger since 2020, I investigate how coup leaders construct narratives of legitimacy within the context of contemporary geopolitical dynamics. The contemporary ban movement asserts that they are not, and a common view prevails that even if possession for deterrence can be accepted, there is a taboo against the use of nuclear weapons.
