The Syrian operation of 2012 was the first successful employment by Russia of expeditionary warfare, narrowly defined as naval support to Russian (or Soviet) ground forces in a war away from their periphery (i.e., in a country that does not border them), from the sea. This article examines Russian citizens’ support for and participation in civic activism today, nearly three decades after the collapse of the Soviet Union. Specifically, we consider how activism has evolved over time in two key issue sectors—environmentalism and women’s rights. We draw on a recent nationally representative survey that challenges existing stereotypes of Russians as apathetic and/or fearful of participating in civic activism, showing, to the contrary, that Russians are willing and interested in engaging in public activities. Following the collapse of the Soviet Union, Russia experienced an abrupt discontinuity in its sense of identity. This break in identity, and a more profound lost sense of self, creates a strong need to reestablish continuity. The need to regain that sense of self is strong and can supersede other concerns. Ontological security theory proposes that the need to maintain identity can outweigh physical security considerations. To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Is Vladimir Putin a bad strategist, perhaps irrational? Previous military activity by Russia, such as the annexation of Crimea of 2014, yielded limited international gains, at a significant economic and reputational cost. Yet as the 2022 invasion of Ukraine shows, Putin is willing to commit military power, despite the cost of sanctions and other possible retaliation. Despite an increase in interstate conflict, including manipulation of information and civil populations by state actors in gray zone campaigns, the study of resistance has concentrated on intrastate conflict. A detailed literature review of resistance was conducted, revealing researchable gaps in understanding of the topic, including: the resistance movements from a security studies and interstate conflict perspective, the resistance as a form of interstate conflict from the perspective of Russian and Chinese security leaders, and the integrated deterrence options in gray zone campaigns as a strategy of international conflict prevention.

The study analyzes how external threats in the face of multilateral sanctions can contribute to the sanctioned (target) state’s strategic adjustment in Russia and beyond. In 2014, the United States and the European Union, along with other Western allies, imposed severe economic sanctions in response to Russia’s military intrusion into Ukraine. In the Russian case, the sanctions failed to achieve their objectives and change the target state’s behavior. This thesis identifies four periods of Russian youth policy, and discusses how President Vladimir Putin's approach to youth and youth issues is markedly different than that of previous heads of state, and that it has evolved even within his tenure. My content coding analysis of the Federal Agency for Youth Affairs' 2013-2025 Strategy identifies the main values the Russian government seeks to impart upon youth, and my analysis of public opinion surveys of youth provides evidence that there is a connection between the 2013 Strategiia and youth attitudes and values.

This dissertation examines the ideational background of Russian foreign policy, with a particular focus on ideas relevant to Russia’s conflicts with Georgia in 2008 and Ukraine in 2014. Two broad approaches to Russian foreign policy – nationalism and pragmatism – present distinct views on Russia’s international role. Nationalism incorporates strong anti-Western and neo-imperialistic ideas with emphasis on Russia’s unique international mission and advocates a confrontational stance. Pragmatism conceptualizes Russia as a great world power but proposes a concert-based foreign policy that avoids a direct military confrontation.
