Russia’s 2016 disinformation campaign during the U.S. elections represented the first large-scale campaign against the United States and was intended to cause American citizens to question the fundamental security and resilience of U.S. democracy. A similar campaign during the 2016 U.K. Brexit referendum supported the campaign to leave the European Union. This paper assesses the policy formation process in the United States and United Kingdom in response to 2016 Russian disinformation using a bureaucratic politics framework. Focusing on the role of sub-state organizations in policy formation, the paper identifies challenges to establishing an effective policy response to foreign disinformation, particularly …

This honors thesis analyzes human rights campaigns to end the practice of state-sponsored torture in Syria during the presidency of Bashar al-Assad. It compares the 2000 Damascus Spring and the 2011 Arab Spring using the concept of the “contentious spiral model.” The model is based on the elements of the original “spiral model” introduced in The Power of Human Rights (1999) and the factors of contentious politics discussed in Dynamics of Contention (2001). It suggests that human rights movements that emerge from uprisings need effective mobilization by domestic and international actors. Sustained pressure from both sources should gradually force the …

However, scholarship on digital authoritarianism remains limited in scope and case study selection. The United States, the European Union and allies responded to the Russian Federation’s 2014 Annexation of Crimea with economic sanctions. After providing a basic understanding of Russia’s political economy and rent redistribution economic system, this paper supplies an overview of the Western sanctions within Russia’s three economic sectors — the energy industry, the defense industry, and the financial system. From there, I make an analysis of the Russian response to the sanctions is within each sector. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. China’s global quest for energy has been one of the most fascinating developments of the past twenty years. As Chinese state-owned enterprises (SOEs) have increasingly gone ‘global’ in search of energy resources, scholars have explored the rationale and implications of China’s investment abroad. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Focusing upon the warming Sino-Russian relationship in general, this paper also examines in particular both countries interests in the Arctic region. The paper begins with a brief overview of the developing Sino-Russian relationship since the late 1980s. After discussing the blossoming of friendlier ties during the Putin-Xi era, it reviews some of the arguments and assumptions that scholars have held predicting either an ever closer relationship or an eventual rupture in those relations. Is it morally defensible to single Russian president, Vladimir Putin, out as a dictator? The popular impression that he is a dictator has been used to legitimize a dangerously adversarial policy towards what a U.S. Army general described as “the only country on earth…that could “destroy the United States.” I argue that this perception is in some ways misleading, and has contributed to escalating tensions with Russia, which is both unnecessary and harmful both to Russia and the U.S.

Over the past two decades, the North Atlantic Treaty Organization (NATO) has enlarged several times to include a number of new countries. The first two case studies that are analyzed within this paper include key countries that were added in the 1999 and 2004 rounds of NATO enlargement: Poland, Lithuania, Latvia, and Estonia. The third case study takes a closer look at two countries, Ukraine and Georgia, that sought to become members of NATO but were denied Membership Action Plans (MAPs) because of Russian discontent and military intervention. Russia’s seamless presidential succession produced no major changes in domestic politics or foreign policy. Ties with Asia remained strong, though several key relationships—with China, Japan, and the Central Asian states—frayed under the impact of Russia’s military action in Georgia. Impressive economic performance in the first half of the year boosted Russian confidence as a great power, but its vulnerability to the global financial crisis together with the heavy-handed operation in the Caucasus undermined Moscow’s standing with both Asia and Europe by the end of the year.

Russia in 2007 moved further away from a constitutional order governed by the rule of law as President Vladimir Putin's second term drew to a close and the country prepared for parliamentary and presidential elections. High oil and gas prices buoyed the economy, but little progress was made in addressing Russia's serious social problems. In foreign policy, confrontation with the West was balanced by excellent relations with most of Asia.

This paper examines U.S. engagement in Central Asia over the past two decades, with specific reference to the Shanghai Cooperation Organization. While alarmist voices occasionally warn of the threat to American interests from China and Russia through the SCO, the organization’s influence appears limited. Washington has engaged it only sporadically, preferring to conduct relations bilaterally with the Central Asian states.

Since 1968, liberation theology has emerged as a prominent feature of religion and politics, particularly in South America. Originally stemming from the writings of Peruvian priest Gustavo Gutiérrez, this at-once theological and overtly political ideology decries the institutionalized violence of the world’s capitalist society on the poor and oppressed, and argues that God is particularly concerned with the plight of the suffering masses.
