A study of the 1965 and 1967 sessions of the Utah State Legislature was conducted upon completion and publication of the 1967 journals. The objective of this study was to evaluate on a qualitative and quantitative basis the different institutional variables that influence the outcome of the legislature.
The selection of these variables was made by the author and Dr. Emenhiser after surveying the method to be used and the limitation of the data . In all, nineteen were picked. They are as follows:

The political consequences of redistricting the Tenth Legislative District. which comprises four geographically separated areas, is the subject of this thesis. This area was chosen because of its unique characteristics. Previous to redistricting these areas comprised not only three different counties and legislative districts, but three different congressional districts as well. Each section, Whidbey Island, Camano Island, Bainbridge Island and the Northern part of the Kitsap Peninsula, can be observed both as a separate unit and as a member of an entire district. ABSTRACT - An investigation to determine the significant influence of administrators on the formulation of legislative policy, in the State of Minnesota, during the 1963 Session of the Minnesota Legislature. While it is claimed that not all bills were developed by admnistrators, the hierarchical process of those bills formulated by the bureaucracy ·of slate government deserved special attention. Once personnel developing legislation were identified within each department as being part of the informal process, some selected attitudes of ~dministrators toward their bills and the legislative process were examined through the use of a questionnaire.

ABSTRACT - A general consensus among political scientists during the last decade seems to indicate that political science as a discipline will have a brighter future if it is guided by an approach that is behaviorally relevant; political theory is the least significant field of political science because it is least relevant to a behavioral treatment of the discipline. In this study, the author challenges such behavioral contempt for political theory by presenting his vindications of the importance and value of political theory.
