The intent of this paper is to explore the relationship between strategic culture theory and how it interacts with war-parallel usage of cyber methods. Cyber methods, at times incorrectly classified as "cyberwarfare", as a means of statecraft are becoming increasingly prevalent, and developing an understanding of how states use them, particularly during conflicts, would be a great boon to the field of security studies. During its violent spread across the Middle East, the Islamic State of Iraq and Sham (ISIS) amassed both a local and international following in large part due to its usage of emergent media distribution. Beginning in 2014, ISIS’s Ministry of Media published an English-language magazine, Dabiq, disseminating its issues through online platforms. Dabiq and its successor Rumiyah both serve as propagandistic recruitment material for ISIS’s international community as well as broadcasting the message of the jihadist movement to ISIS’s enemies. Does the operational code of a state's leadership have an effect on its behavior during foreign policy crises? Specifically, do states with more conflictual operational codes opt for a more conflictual response to crises, or do systemic and structural variables intervene to limit their significance? While the study of individual level psychology in international relations has been gaining momentum, the causal links between beliefs and behavior have yet to be solidified.
