The paper seeks to improve our understanding of the concept of critical junctures. Critical junctures have been used to provide avenues for exploring change in historical institutionalism. However, the critical junctures concept, as it has developed, lacks rigour. We have no means of saying, with certainty, what is a critical juncture. If we cannot define a critical juncture the issue of path dependency becomes nebulous, as we cannot be certain as to path origins. The Convention on the Future of Europe that led to the eventual drafting of an EU Constitution involved numerous political actors from many countries. Their negotiations over the constitution generated a huge volume of texts containing substantive information about their preferences for EU institutional and political outcomes. In this paper, we attempt to measure these preferences at the national party level by analysing the Convention texts using the computerized ‘word-scoring’ method for text analysis (Laver et al., 2003). For each national party whose delegates’ texts were recorded at the Convention, we estimate their positions on four political dimensions. We then …

While the Constitution stipulates in Article II, Sec. 3 that presidents can recommend necessary and expedient measures to Congress, it is up to Congress to act. The primary place presidents engage in the activity of recommending legislation is the State of the Union Address (SUA). We examine SUAs from 1965-2002 and identify the legislative requests that presidents make of Congress. The SUA is a unique presidential speech that allows assessment and comparison between presidents of whether Congress follows where the president leads. Are presidents successful in getting Congress to enact the policies they ask for in the SUA? Furthermore, the …

Proponents of the democratic peace are accustomed to criticism. Early refutations of the research program's findings focused on questions of measurement and statistical inference. Skepticism about such matters has not fully subsided, but many more now accept the democratic peace as an empirical regularity. The aim of recent complaints has shifted to democratic peace theory. The typical approach has been to highlight select historical events that appear anomalous in light of the theory and the causal mechanisms it identifies. The ‘international system’ concept of the traditional triad and the English School’s (hereafter ES) methodological pluralism are both aspects of the School that are taken for granted. However, neither the international system concept nor the ES’s methodological pluralism are well understood. In both cases, over the years the debate has been patchy and unsustained. With regards to the international system concept, the debate has largely revolved around whether the concept remains relevant.

For the nearly three decades of coexistence between economic liberalization and political authoritarianism, China remains as an anomaly to the liberal mantraof our time. This project explores a segment of the China Paradox, the state-society interaction channeled by the Residents Committee. Being the largest urban neighborhood organization, the committee deserves study because of its controversial status interlaid between ordinary residents it claims to represent and the authoritarian state. The goal of this thesis is to identify the role of foreign Islamist charities and terrorist groups in the current conflict in Chechnya. The issue of foreign Islamism in Chechnya is introduced through a general history of the region, including the role of religion in both traditional Chechen culture and in the present war. The evolution of Chechen war from a secular to a religious conflict is first examined by looking into the perspectives of various Muslim groups on the Chechen war and other similar conflicts and, conversely, the perspectives of many Chechens on the outsiders who purport to aid …

Social Capital And Corruption: Vote Buying And The Politics Of Reform In Thailand, William A. Callahan

I offer a critical view of the social capital thesis, which frequently argues that more is better (and less is worse), by examining the ethics of social capital, using Pierre Bourdieu's understanding of networks as defined by their limits. I argue that social capital only assumes conceptual coherence when distinguished from its complementary opposite. I illustrate these theoretical points with a discussion of political reform in Thailand and the 2001 general election. The election exemplifies the benefits of the circulation of social capital: voter turnout and party membership were up, and civil society was active. Yet democratic achievements in Thailand …

This paper first reviews a number of epistemological and methodological issues relating to the estimation of party policy positions, particularly in a comparative context, with special reference to the methodology of ‘expert surveys’. It is argued that expert surveys, as systematic summaries of the views of country specialists, have a particular role in assessing the content validity of other types of estimates of party policy positions. The paper moves on to analyze the positions of Japanese political parties in a comparative context, using results from a new 47-country expert survey. Is it just me, or are there other registered Democrats who want to scratch the blackboard every time state Democratic Party Chair Jerry Lundergan is asked to comment regarding the hiring scandal in Frankfort? I suppose Lundergan was selected by a lost and frightened Democratic leadership looking to "go conservative" after the party's most recent electoral spanking. Surely Democrats have noticed by now that despite whatever redeeming qualities Lundergan may possess, his selection effectively seized the moral low ground on issues related to the public trust.

Students of the pedagogy of teaching have found that cooperative/problem-based learning activities engage the learner, promote ownership of the material, advance the development of higher-level cognitive skills and increase retention better than more passive learning activities. Despite broad recognition within the political science discipline that classroom activities can and should facilitate better student learning outcomes, political science classes (both large and small) frequently have characteristics that make cooperative/problem-based learning activities more difficult to employ and less likely to succeed. This article traces and analyzes civil-military relations in Panama. After a brief overview of the role of the National Guard in the country politics, the article concentrates on political developments since the 1989 U.S. invasion to overthrow the Noriega regime and the subsequent elimination of the Panamanian military. The study seeks to shed light on political life in an armyless and politically and socially fractionalized country occupying a sensitive strategic location. The concluding part of the study speculates on the possibility that terrorism, domestic security concerns, and regional considerations may prompt Washington and Panamanian leaders to reverse the decision to …

The U.S. and the EU employ sanctions to encourage regime change in Burma. This policy ignores serious problems of state capacity that impede a transition to democracy and would plague any transitional regime. Engagement with the current regime on issues of state capacity would improve the chances for a transition.

This article urges humanistic legal studies to take the technical dimensions of law as a central focus of inquiry. Using archival and ethnographic investigations into developments in American Conflict of Laws doctrines as an example, and building on insights in the anthropology of knowledge and in science and technology studies that focus on technical practices in scientific and engineering domains, it aims to show that the technologies of law - an ideology that law is a tool and an accompanying technical aesthetic of legal knowledge - are far more central and far more interesting dimensions of legal practice than humanists …
