This paper seeks to contribute to our understanding of the degree of success enjoyed by bills in state legislatures. More specifically, we propose a model of bill success that includes a measure of judicial preferences such that we can ascertain the extent to which judicial ideology and perceived judicial climate constrain legislative behavior. We argue that liberal bills are less likely to be enacted in states where the court of last resort is also liberal as opponents will be concerned that the high court will read the legislation too expansively. Cultural Rights And Internal Minorities: Of Pueblos And Protestants, Andrew M. Robinson

This article considers the question: should rights extended to cultural communities to help them preserve themselves include the right to discipline dissident members who violate cultural norms? The case of the Pueblo Protestants is employed to consider two important defenses of cultural rights (revisionist liberal and cultural communitarian) that offer conflicting answers. Both are found unsatisfactory because of their implicit reliance on “cultural monism” (that is, the assumption that individuals identify with only one cultural community). An approach to defining cultural rights is then outlined that avoids this assumption and its application is illustrated with respect to the Pueblo case.

Democracy And The Thai Middle Class: Globalization, Modernization, And Constitutional Change, Neil A. Englehart

Although democratization in Thailand in the 1990s is commonly characterized as a classic case of modernization theory in action, economic globalization provides a better explanation for Thailand's democratization process. Economic growth in the country has been based on foreign capital and has created a globalized economy sensitive to the confidence of world capital markets. Moreover, the Thai middle classes cannot be characterized as having coherent political preferences, and it is arguable that the 1992 middle class protests were more about suspicions of official corruption than about democracy.

The author argues that the U.S. and its partners have rightly arrived at war on Iraq as a just and necessary last resort. The potential problems with the just-war case are notable, particularly concerning the after-effects of the war, but they do not incurably undermine the case for going to war. Instead, both supporters and critics of the war around the world should strive to keep their governments committed to post-war reconstruction and a transition to a free and stable government in Iraq. All across America on January 20, 1986, there were celebrations and school holidays in honor of the first holiday of the birthday of Martin Luther King, Jr. In the county of Henrico, a suburb of Richmond, Virginia, the students were in school. Henrico's school administration and school board decided that the students should be in school learning about the contributions of Dr. King. The African American community in the suburb of Henrico County believed this was a slap in the face. These are, in many ways, halcyon days for global business. In a vast ideological shift in the late 20th century, markets rather than governments came to be seen as the road to prosperity. Governments that once nationalized foreign firms now seek out the investment, technology, and managerial expertise such companies can bring. The halls of the United Nations used to ring with calls for international regulation of those dreaded evil-doers, the multinational corporations. Now the UN instead implores business to join with it in a voluntary Global Compact to ensure respect for internationally agreed environmental, labor, and human rights standards.
