Although Mao Zedong stated that people's democracy was the surest way to maintain the Chinese Communist Party's popular base, the idea of implementing elections at the village level was unheard of during the Mao era. The post-Mao era, however, has brought monumental changes in China's political, economic, and social structures. These changes have increased rural instability among China's peasants who consist of nearly 75% of China's total population. Indeed some of the most profound changes and instructive lessons in China's contemporary history have come from the countryside.

Soft Money And The Electoral Success Of Women Candidates For The U.S. House Of Representatives, Cameo M. Kaisler '03

Research has shown that when they run, women candidates for the U.S. House of Representatives are as successful as their male counterparts in fundraising for and winning their elections. However, female candidates continue to face numerous barriers to becoming candidates and winning their races. This analysis is an investigation of another potential barrier to the success of women candidates, the recent ban on soft money contributions to federal level campaigns. Japan-US relations, which had been drifting in the late 1990s, were given a new lease of life by the new administrations of US President George W. Bush and Japanese Prime Minister Koizumi Junichiro, both of whom argued for strengthening the alliance. This paper argues that, although the new sense of cooperation extended through to beyond the September 11th events, the US designation of an ‘axis of evil’ has paradoxically caused some divergence in the relationship. The developing world is witnessing a growing (some may say disturbing) trend towards “de-secularization” of national governments. This trend has been understudied and misunderstood over the past decade. Government experts and scholars alike too often view this trend through the lens of “threat” analysis and in so doing miss key cultural, historical, and political factors at work. This study attempts to redress this problem. By looking at political legitimacy and the role religious organizations such as the Catholic Church may play, a new understanding of how religious institutions can shape and mold governments and policies emerges.

A First Look At The Nagin Administration, Susan E. Howell

Nagin enjoys a very high approval level one year into his term. Approval of Nagin is somewhat racially polarized with whites intensely positive, and blacks positive, but less intensely. For example, 60% of whites ΓÇ£stronglyΓÇ¥ approve of Nagin, and 37% of blacks feel the same. There is very little disapproval of Nagin. Disapproval is also slightly affected by race, with more blacks disapproving than whites. However, we should emphasize that a large majority of blacks (73%) approve of NaginΓÇÖs performance as mayor.

The Evolution Of Party Systems Between Elections, Michael Laver, Kenneth Benoit

Research Collection School of Social Sciences

Most existing theoretical work on party competition pays little attention to the evolution of party systems between elections as a result of defections between parties. In this article, we treat individual legislators as utility-maximizing agents tempted to defect to other parties if this would increase their expected payoffs. We model the evolution of party systems between elections in these terms and discuss this analytically, exploring unanswered questions using computational methods. Under office-seeking motivational assumptions, our results strikingly highlight the role of the largest party, especially when it is “dominant” in the technical sense, as a pole of attraction in interelectoral …

In the last thirty years, the importance of political culture in political science has risen, declined, and has risen again. Although the theories of political culture have been strengthened and refined in this process, modern culture theorists have yet to empirically demonstrate culture's ability to be used as an independent variable or to make causal claims using culture. This paper makes an attempt to solve these empirical deficiencies in cultural theory by setting up what Brian Barry calls a "critical test."
