This research aims to analyze the relationship between political policy and social welfare, with a focus on the dynamics of the Social Assistance Program (Bansos) and its impact on electability in Indonesia. In a dynamic political context, social assistance programs have a significant role in shaping public perceptions of government performance. This research uses a qualitative approach with descriptive methods. This research found that the main focus of social assistance is on the poor as the group most in need. This paper will examine how pragmatism has created rational choice behavior in candidate selection. Pragmatism has resulted in single candidates for local heads, which makes local democracy uncompetitive. The research method used is an explanatory approach that aims to explain how pragmatism as a rational choice behavior in the local government head election. Data were collected, compiled and analyzed using Nvivo 12 Plus software. The results showed that political parties as political institutions are very pragmatic in the selection of candidates for local heads. Since decentralization was reinforced in 1999, local politicians have exploited local policies to enhance their popularity and electability. In this study, I describe the implementation of a food security policy to demonstrate how the local arena had undergone massive political dynamics through unintegrated food governance demonstrated by local governments in Makassar City. The purpose of this study is to demonstrate how decentralization affects public services differently in Sumenep Regency’s mainland and island regions. Twenty-seven subdistricts make up the Sumenep Regency; nine of these are dispersed as islands, while eighteen are situated on Madura Island. The discrepancies in growth between mainland and island are caused by this geographic structure. The infrastructure, health, and education sectors are the main subjects of this study.
