Sanctions busting refers to instances where third-party states increase their material support for states targeted by economic sanctions by increasing trade as well as foreign aid and investment, which, in turn, minimize the economic costs that sanctions imposed on target states. This concept privileges the sender and contributes to the “sender bias” inherent in the literature on economic sanctions. My dissertation instead argues that the terms sanctions opportunism may better reflect the nature of the processes at work when third-party states engage in sanctions busting either for commercial profit or as a “black knight” (or a combination of them both). …

This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. The multiple crises of our time result from the breakdown of the multilateral order. Some of these crises may intensify between now and 2030. Multilateral organizations have been eroded to the extent that they are unable to manage catastrophic risk, including a military confrontation between superpowers. The weakening of multilateralism is mirrored in the strengthening of hypernationalism in many countries. It will not be sufficient to mend the multilateral system. Multilateralism today faces numerous challenges. This article offers some reflections on those challenges—what they are and how they originated—and how multilateralism can be reinvigorated. It argues that though multilateralism is not a panacea, many of the critical challenges that confront humanity today—biodiversity, cybersecurity, global warming, mass migration, arms proliferation, and the regulation of outer space, as well as the spread of infectious diseases—can be met only with states and peoples cooperating more closely.

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

ABSTRACT

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. I use new descriptive theoretical frameworks called “recruitment machines” and “Political Return on Investment (PROI)” to describe how and why local elected officials support …

Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. Election Campaign Finance Rules In Canadian Municipalities: An Overview, Brittany L. Bouteiller

The Money and Local Democracy Project explores the effects of campaign finance rules on municipal election campaigns and election outcomes in Canada. Governments around the world regulate election campaign financing to ensure that elections are fair and competitive, although they do so in different ways. Funded by a Western University Undergraduate Student Research Internship (UWO) grant, research assistant Brittany Bouteiller was tasked with conducting preliminary research on 65 municipalities across Canada to determine the availability of campaign finance data from local and provincial governments and to identify clusters or trends. This research bulletin summarizes her findings.

Amidst the already fraught politics of immigration, “sanctuary” policies, whereby state and local law enforcement agencies limit their cooperation with federal immigration enforcement authorities to varying degrees, have emerged as a particularly contentious issue. This paper sifts past the political vitriol surrounding the issue of “sanctuary” and uses original survey research in Philadelphia to answer a straightforward question: Are these policies working? That is, are the city of Philadelphia’s sanctuary policies actually building trust between its undocumented residents and local law enforcement, thereby laying the groundwork for higher rates of crime reporting and safer communities? The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.
