The concept of hybrid war has evolved from operational-level use of military means and methods in war toward strategic-level use of nonmilitary means in a gray zone below the threshold of war. This article considers this evolution and its implications for strategy and the military profession by contrasting past and current use of the hybrid war concept and raising critical questions for policy and military practitioners.

Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. Employing a qualitative case study approach, the current study aims to critically analyze the U.S.’s use of the Special Immigrant Visa program in Iraq and Afghanistan by examining the individuals it serves, the agencies through which services are rendered, and the state’s vested geopolitical interests in the program. In this dissertation, I am in conversation with the small but influential gendered tradeoffs literature. First, multidimensional, disaggregated, and precise policy measures were developed for two of the most widely studied work-family reconciliation policies—leave and ECEC. I constructed a comprehensive set of leave and ECEC policy measures for 24 high-income countries using secondary and country-specific sources. The goal was to determine which countries provide leave and ECEC policies that are “well-developed” across multiple policy dimensions. The new measures were then used in combination with the LIS microdata to reevaluate the gendered tradeoffs hypothesis—whether well-developed leave and ECEC support women’s employment …

This paper attempts to examine a correlation between lockdown length and COVID-19 case rate, death rate and fatality rate. In March of 2020, the publishing of alarmist epidemiological models prompted government officials to enact sweeping emergency measures (Miltimore 2020). Notably, the Imperial College London model published by epidemiologist Neil Ferguson predicted a “best-case scenario” of 1.1 million COVID-19 deaths in the U.S. by August 2020. This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government’s five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The uneven distribution is the summation of electoral ambitions, campaign contributions, and corporate lobbying. The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. In 2015, UMass Boston’s Center for Women in Politics and Public Policy released the first-ever publication exploring the elected leadership of women of color in the Commonwealth of Massachusetts largely to make known the contributions of female electeds of color across the Commonwealth. The publication also aimed to delve into what hinders and what facilitates the elected leadership of women of color. This 2021 updated publication contains profiles of the 174 women of color who have been elected to key policymaking positions and offers quantitative analysis to better understand office-holding patterns.

“Democratic transition,” the act of becoming democratic, and “democratic consolidation,” the subsequent actions that solidify the achievement of becoming democratic, are two separate processes that go hand in hand. While several Arab Spring nations overthrew their dictators, fewer underwent a democratic transition, and only one – Tunisia – achieved democratic consolidation (Bouchlaghem and Thepaut, 2019; Sadiki, 2019; Gianni, 2019). Explaining the variance in states’ concealed carry laws (referring to the practice of carrying a handgun in public in a concealed fashion) is a topic that remains underexplored in academic literature. This study looks at nine variables—political, gun and crime-related, economic, and education-related—and uses a multinomial logistic regression analysis to detect differences between states with more or less restrictive concealed carry laws. Out of these variables, only two statistically significant relationships were found: states with the least restrictive concealed carry laws had fewer Republicans in the upper house of their state legislatures (this result was unexpected) and had higher gun …
