This thesis focuses on the material and metaphysical aspects of the Hudson Yards, the largest private development in US History. With its roots in the administration of Michael Bloomberg, the site is representative of neoliberal ideology. It is also one in which cultural production is central. This is in terms of the rationalization and mythos of the building of the space itself and the dreamworlds created to obscure the mechanisms of extraction and accumulation that make such a complex possible. The Hudson Yards is particularly interesting because, as Cindi Katz might suggest, topography lines connect it to transnational capital. And …

Este artículo revisa la coyuntura del primer año de la pandemia del COVID-19 a la luz de las normas sociales y la prosocialidad. Para esto, nos acercamos sintéticamente a la metodología de bola de nieve para analizar una serie de experiencias e intervenciones de entidades públicas y privadas que alentaban comportamientos prosociales para evitar contagios masivos en la población en 2020, en el momento más inicial de la pandemia. Los resultados de estos estudios se presentan como recomendaciones para los tomadores de decisión y otros interesados en aplicar herramientas similares para crisis de salud pública. El presente trabajo analiza la gestión del deporte como alternativa de prevención para el reclutamiento forzado de menores en el Área Metropolitana del Valle de Aburrá (Medellín, Colombia) y su reinvención en el contexto del Covid-19. Sin embargo, pese a que es una problemática que afecta a los 10 municipios que la integran, se evidencia falta de coordinación y articulación de la política deportiva a nivel metropolitano para su intervención desde lo intermunicipal. El artículo revisa las respuestas iniciales de los gobiernos de Guatemala, El Salvador, Costa Rica y Panamá ante la pandemia del Covid-19. A partir de una revisión de documentos oficiales, se identifican y comparan las características de las respuestas que estos gobiernos ejecutan durante el primer semestre del 2020. Se concluye que, si bien los gobiernos desarrollan principalmente medidas de bioseguridad, hay diferencias importantes en las estrategias adoptadas por estos, posiblemente motivadas por las características sociales, política y económicas imperantes en dichos países. Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. The impact of corruption is an increasingly important and visible topic for academics, policy makers, and the public. Yet corruption is exceptionally difficult to directly observe and empirical measurements of corruption remain highly contested. Despite the increasing availability of corruption measures and generally high correlations between them, scholars and practitioners disagree over their applicability, interpretation, and the validity of their methods. With the most frequent complaint being that existing corruption indices are largely based on expert opinion surveys, and therefore potentially open to bias and differences of interpretation. This thesis explores the relationship between federal redlining policy and the siting of air polluting facilities, using a dual approach of geospatial analysis and historiography on Philadelphia as a case study. Geographic Information System (GIS) tools are applied to Environmental Protection Agency (EPA) data on air polluting facilities and the Home Owners’ Loan Corporation (HOLC) Residential Security Maps. This analysis is used to determine the number of facilities within redlined neighborhoods and their patterns of density. Findings suggest that higher concentrations of polluting facilities are present in those neighborhoods ranked lowest by the HOLC, while neighborhoods ranked highest show remarkably …

Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

Previous scholarship has demonstrated that minority group members in the United States Congress generally are more supportive and collaborative within and beyond their respective groups compared to their majority group counterparts (Craig et al., 2015; Rouse, Swers and Parrott, 2013). In some cases, increased levels of collaboration positively influence legislative success and in others they do not, the results often depending on the characteristic of the group itself and the institutional setting within which the group operates. In this thesis, I conduct an economic and political analysis of California’s cap-and-trade program, the leading national (and international) example of a market-based strategy to reduce climate-warming greenhouse gas emissions. I evaluate the program on several economic and political measures of success, especially as contrasted with the performance of various regulatory policies that California also relies on to meet its emissions reduction targets. These regulations exemplify a command and control approach to emissions mitigation as opposed to a market-based approach, and indeed tend to be favored by grassroots activists who may be skeptical about market-friendly policies; my thesis seeks to …

There currently exists a distressed relationship between African Americans and housing due to previously enacted policies. In looking at this issue, I aim to use the theory of institutional racism to explain how past housing policies that enforce and perpetuate discrimination have impacted this current relationship. Through the method of policy analysis, I attempt to pinpoint where past housing policies have failed to provide housing to many African Americans. I find that there are several policies that were enacted during 1930s and 40s, specifically the New Deal Era, that inflicted discriminatory housing policies on African Americans. Detaining asylum seekers has become an established practice in many countries. There is a large body of research suggesting that immigration detention causes asylum seekers harm. However, the focus of these studies has been on diagnosable disorders and mental health, with no descriptive understanding of how detention and resettlement are experienced and conceptualized by asylum seekers.
