It is a privilege and honor for me to make the concluding address of this excellent symposium on world agricultural trade. Ed Harshbarger and his colleagues at the Federal Reserve Bank of Kansas City are certainly to be complimented for assembling such a distinguished group of participants, as well as a most impressive audience. Hopefully, the discussions of the past two days will stimulate and enhance world agricultural trade over the next two decades or more.

This study seeks to analyze the role of oil in Saudi Arabia's foreign policy. In 1973 Saudi Arabia and other Arab nations successfully used their oil resources to apply pressure on the United States of America to modify her strong support of the State of Israel. Saudi Arabia played a significant role in the 1973 oil embargo. This thesis will examine Saudi Arabia's role in the 1973-74 Arab oil embargo, and what prompted her participation, considering the fact that she is less radical than most of her Arab neighbors. On September 4, 1970 Salvador Allende became the first ever democratically elected Marxist president of Chile. In addition he headed a predominantly left-wing coalition government whose program entailed the achieving of socialism by peaceful means.

During the first six months of his administration Allende began to carry out a number of his policies in the areas of agrarian reform, nationalization of industries, and redistribution of income. These policies were populist in nature and succeeded in raising the level of support for the Unidad Popular government as shown by the results of the April 1971 Municipal elections. Twenty years ago, that interest would have been denominated as "agricultural policy". Today it would be called "food policy", which presumably is a broader term. Food policy is usually defined to encompass the interests of everyone in the production and marketing process from producer to consumer. It is by no means limited geographically, but encompasses people and firms who are involved -- directly or indirectly, domestically and internationally - in the food business. …

This study analyzes United States foreign policy toward Communist China in the transitional period since 1966, based on the American China experts' writings in journals dealing with international affairs and their views expressed in Congressional hearings. The contents explain the changing of American policy toward China from "containment without isolation" toward a rapprochement with Peking and progress toward normalization. The achievement of normalization has been a basic policy goal of the United States and has received bipartisan support, but the formula to accomplish normalization still remains obscure, due mainly to the settlement of the "Taiwan question."

Until that now famous series of Russian grain sales took place in 1972 agricultural policy in the United States had begun to lose its sex appeal! It had its challenges in the drought and depression years of the '30s, and again during World War II, but in both those cases the concern was whether we could produce enough for our needs. In the earlier of those decades, we had an additional preoccupation with the economic survival of our farming communities. Farm families had to.be strong in every sense of the word to live through the '30s.

This thesis discusses the integration of' colonial Ghana into the world trading network between 1886 and 1939. It attempts to explain the underdevelopment of Ghana's economy as a result of her subjection to a system of economic and political imperialism. Ghana's contact with Britain resulted in a situation in which, although her trade economy "developed," her economic potential, as well as the potential for development of her trading and entrepreneurial classes, was thwarted. While three groups, namely the expatriate businessmen, the expatriate Government, and the African elite, interacted in the setting of economic policies, generally speaking the policies were set …

Economic Imperialism And Oligopolization Of Trade In The Gold Coast: 1886-1939, Rhoda E. Howard-Hassmann

This article will deal with the mechanisms of the economic takeover of the Gold Coast, between approximately 1885 and 1939. Two aspects of the takeover are dealt with: the progressive oligopolization of trading, shipping, and banking in the colony, and the influence which oligopolistic British firms exerted on government policy. The oligopolization resulted in the underdevelopment of the African trading class and its inability to develop into a genuine capitalist class; while the pursuance of a government policy dedicated to maintaining Ghana's role as a peripheral import-export economy resulted in the internal economic underdevelopment of the colony.

Perhaps the most significant item on America's unfinished agenda is the status of our economy. We are all aware of serious difficulties in our economic structure today. We could scarcely fail to notice, what with recent devaluations of the dollar, double-digit inflation, serious unemployment, recession and staggering Federal budget deficits.

Obviously, we have not yet achieved the ideal economic system. Even worse, we seem to have major disagreement about where we are and the direction in which we want to travel.

From the very beginning, rice in the United States has been an export crop. History shows that the development of the U.S. rice industry started in about 1964, and by 1698 sufficient rice was being produced to warrant an effort to export it.

That same year a petition was drawn up in South Caroline where the rice was being produced to get the English to drop their import tariffs on colony-produced rice. Two years later about 300 tons were shipped to England.

Not since 1965, when low farm incomes and massive crop surpluses forced the beginning of a radical shift in our farm policy approach, has there existed as much potential for backward steps in our farm program.

The nation made the right choice ten years ago. Our farm programs have gradually become more market-oriented and more export-oriented since that time. Acreage allotments and bases have been relaxed.
