In the face of an increasing number of bloody dissolutions of states around the world, the "velvet divorce" between Czechs and Slovaks has often been cited as evidence that such excesses can be avoided. This article, written before the October 1998 elections that saw the end of the government of Vladimir Meciar, seeks to explain that the peaceful split of these two nations is not an instance that can be replicated elsewhere but grows from the unique nature of Slovak nationalism. I observed the February 1990 elections in Nicaragua as a member of both the Latin American Studies Association observation team and that of Hemisphere Initiatives, a group with which I have worked. In El Salvador I headed the Hemisphere Initiatives team. I visited Nicaragua five times during the electoral period, and for El Salvador, for once my academic calendar coincided with Salvadoran history. A sabbatical in the last academic year allowed me to be there during the electoral period.

The transition process in Kenya appears to be getting nowhere. Six years after the opening of democratic space, politics, political institutions, and governance remain predominantly stuck in the authoritarian quagmire of the past. Lack of broader participation in decision-making processes and absence of consensus around important issues of governance appear to be the norm rather than the exception. Indeed, Kenya's democracy experiment appears to defy conventional democratization models and discourse. In November 1994, Angola began what became an often circular struggle to implement the Lusaka Protocol, the second of two peace agreements meant to put an end to more than thirty years of civil strife. Four years later, the Lusaka peace process appears to have come unraveled. Just past midway between these two points, the National Democratic Institute carried out a series offocus groups in Angola that sought to gauge citizens' attitudes toward and understanding of key aspects of the war-to-peace transition and the new political system. Professor Gamst, a member of the Joint International Observer group (JIOG), reports the problems he monitored during the 1992 electoral campaign and voting activities in the strife-ridden region of Oromia in Ethiopia. His analyses illuminate the background institutional barriers and the politically competitive reasons for the failure of the elections. Which ethnic groups are more likely to secede is a debated question among scholars. One view, as proposed by Immanuel Wallerstein, holds that ethnic groups living in economically advanced regions are more likely to secede. In contrast, other scholars like Donald Horowitz claim that backward groups in backward regions are more likely to secede. One aim of this thesis is to explore which view has better explanatory power for two republics in the Russian Federation: the Republic of Chechnia and the Republic of Tatarstan. This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …

This paper examines the implications of Hong Kong's reunification with China oncross-strait relationship between mainland China and Taiwan. It begins with adiscussion of the international security situation in the region and the increasingimportance of the People's Republic of China on regional security. Las promesas hechas a los combatientes nicaragüenses desmovilizados una vez acordada la pacificación, no se materializaron pese a que era un aspecto esencial del proceso democratizador. Y fue lo que activó el surgimiento de recontras y recompas, ya no como grupos políticos armados sino como contingentes de desesperados. Se puso así de manifiesto la irresponsabilidad política y moral de las élites del país. Sólo la unión de las víctimas y desprotegidos podrá moderar los efectos de las políticas en curso, regresivas pese a la retórica democrática.

Incumbent national leaders invite foreign election monitors only when it is in their interest to do so. Rarely is significant financial assistance "conditional" on holding elections, although it does improve a regime's image abroad to do so. For governments being observed, the trick is to orchestrate the process enough to win, but not enough to arouse observers' suspicions.

In his State of the Union address in January, 1998, President Clinton won thunderous applause for threatening to force Iraq "to comply with the UNSCOM regime and the will of the United Nations." Stopping UN chemical and biological weapons inspectors from "completing their mission," declared the President, defies "the will of the world." In the next three weeks, the White House ordered a massive show of force in the Gulf. Even traditional hawks, however, realized that a bombing mission could undermine American hegemonic interests in the Gulf that are served by a continuation of the sanctions regime.
