This thesis represents an effort to discover a way for the nations of the world to cooperate in the prevention of economic depression. The author has studied the League of Nations with the purpose of finding out what it can do in the promotion of such cooperation and has discovered organic weaknesses which seem to him to bar effective action by the League as it is now organized. He has recommended in the final chapter the organization of two new conferences, one representing commerce and industry and the other representing finance, which he considers essential to a workable program of …

The twentieth century is revealing a steady increase in the influence of the United States in the Caribbean region, both in politics and economic development. The arm of America has been gradually forcing out the European nations. Counting colonies and protectorates, the United States has under its supervision a greater Caribbean population than the population of the thirteen colonies at the time of the Declaration of Independence. In trade the United States is the best customer of Central America and the West Indies. The region is one of the chief sources of our raw-materials imports.

President Cleveland in his message to Congress in regard to what has come to be known as the "Venezuela affair" said the Monroe Doctrine "has its place in the code of international law as certainly and as securely as if it were specifically mentioned." To test the accuracy of this statement we must determine as closely as possible what the Monroe Doctrine is and what is the correct meaning of the term "code of international law." Having settled our definitions the issue will be clearly defined and its discussion possibly profitable.

The United States receives diplomatic representatives from thirty-seven nations and accredits her representatives to them in return. Six of these on each side are of the highest rank, namely, "Ambassadors Extraordinary and Plenipotentiary," being those received from and accredited to the five great powers of Europe, Austria-Hungary, Germany, Great Britain, Italy and Russia, and to our sister Republic of Mexico. In October of 1753, George Washington, a 21-year-old major in the Virginia militia, volunteered to carry a letter from the governor of Virginia to the French commander of the forts recently built on the headwaters of the Ohio River in northwestern Pennsylvania. The French had recently expanded their military operations from the Great Lakes into the Ohio country, and had spent the summer of 1753 building forts and roads along the Allegheny River, with the design of linking their trade routes and sphere of influence down the Ohio to the Mississippi.
