American Participation In International Trade Fairs, Margaret Bassnett

Student Scholarship

This project examines the development and strategic implementation of American participation in international trade fairs. The study highlights a significant shift in United States foreign policy during the 1950s, transitioning from a period of relative absence at these global events to the establishment of a permanent, government-sponsored program. Central to this shift was the recognition of trade fairs as a critical front in the Cold War, where the Soviet Union had already established a dominant presence using vertical exhibits to promote communist ideology and industrial progress.

Section XVIII: The Western World in the Twentieth Century: The Historical Setting

The legacy of World War II was a heavy load for statesmen to bear. The collapse of Germany, Italy, Japan, and their lesser allies left a power vacuum, temporarily filled by the armies of occupation. Military losses were half again as high as in World War I. Even greater was the different in civilian losses. For every civilian who died a war death in 1914-1918, at least a score (a total of some 20,000,000) perished in 1939-1945. Material losses in housing and productive capacity were staggering. At first glance, the events of World War I seemed to be a triumphant vindication of the spirit of 1848. It was the leading democratic great powers - Britain, France, and the United States - who had emerged the victors. In the political reconstruction of Europe, republics had replaces many monarchies. West of Russia, new and apparently democratic constitutions were established in Germany, Poland, Finland, Estonia, Latvia, Lithuania, Czechoslovakia, Austria, Hungary, and Yugoslavia. The years between 1500 and 1789 were characterized by keen rivalries, at first primarily dynastic but later national in nature, as one state after another sought to establish its hegemony on the continent of Europe. Some powers, such as Spain and Sweden, declined. Others, such as Prussia and Russia, appeared for the first time as states to be reckoned with. This thesis discusses the ideas and provisions on international peace maintenance that nineteen Latin American nations offered for incorporation into the United Nations Charter. The Charter was written at the United States Conference on International Organization held from April 25 to June 26, 1945, in San Francisco, California. These ideas and provisions of the nineteen countries were drawn up as amendments to and comments on the Dumbarton Oaks Proposals of 1944 by all of the Hispanic-American nations which had actively participated in the Chapultepec Conference in Mexico City in 1945.

This project, presented in January 1956, examines the evolution and strategic foundations of United States foreign policy toward Yugoslavia following its expulsion from the Soviet Cominform in 1948. The author argues that the Yugoslav-Soviet rift presented a unique opportunity for the West to utilize economic and military aid as a tool to contain Soviet expansionism and demonstrate that a Communist state could survive independent of Kremlin control. The study details the progression of American assistance, beginning with an initial Export-Import Bank loan in 1949 and expanding into a massive emergency relief effort following a devastating drought in 1950. Few terms are more popular today than “collective security,” and few are used with such diverse meanings.

Former Secretary of State Dean Acheson used the term no fewer than fourteen times in his address at the opening meeting of the Sixth Session of the General Assembly of the United Nations on September 20, 1950. And, of course, Secretary of State John Foster Dulles had as the main purpose in negotiating the Southeast Asia Collective Defense Treaty “to establish a collective security arrangement for Southeast Asia and the Eastern pacific.”

The recent proposal to amend the Constitution known as the Bricker Amendment concerns a most vital matter for the nation: its relations with foreign states.

In order to estimate the merits and demerits of the Bricker Amendment it is necessary to get acquainted with the historical development and the constitutional interpretation in the field of international arrangements of the United States. The present observations aim at the presentation of this matter down to the Bricker Amendment. The Amendment itself and the discussion it aroused should be treated in a separate article.
