M’Culloch v. Maryland is rightly regarded as a landmark opinion, one that affirmed the ability of Congress to exercise implied powers, articulated a rule of deference to Congressional judgments about whether given legislative actions were in fact “necessary,” and limited the ability of the states to impair or restrict the operations of the federal government. Most scholarly discussions of the case and its legacy emphasize these aspects of the decision. Less common are attempts to place M’Culloch within the ebb and flow of the Marshall Court and the political and social realities of the time. So, for example, very few …

A century ago, on May 21, 1919, the US House of Representatives voted difinitively (304 to 89) in support of women’s suffrage. Two weeks later, Wisconsinite Belle La Follette sat in the visitors’ gallery of the US Senate chamber. She “shed a few tears” when it was announced that, by a vote of 56 to 25, the US Senate also approved the Nineteenth Amendment, sending it on to the states for ratification.1 For Belle La Follette, this thrilling victory was the culmination of a decades-long fight. During the early twentieth century, the American eugenics movement prospered, spreading its influence within the sociopolitical framework of the United States. The notion of eugenics – the control of human breeding to increase desirable traits, was extensively propagated through the creation of sterilization laws and public programs. Eventually, the public came to view eugenics as a necessity in order to preserve and improve the quality of mankind for the future.

The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. The authors use critical discourse analysis to examine the discourses around Mexican, Central American, and Syrian im(migrants) and refugees as examples of …

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. Charles Tyng has been heralded as an American hero after the posthumous publication of his memoir, Before the Wind: The Memoir of an American Sea Captain, 1808-1833, in 1999. Recent research involving British Treasury report books from the nineteenth century suggest otherwise – that Tyng actively promoted and was engaged in the illicit trade of African captives. A Boston Brahmin, Tyng applied the lessons of his time at sea with Perkins & Company, the opium trading firm, to his occupation as an agent of notorious slave trading firms in Havana. This presentation will elaborate how tribal community leaders originally envisioned utilizing gaming revenues to fund cultural investments such as language retention or elders’ programs, and whether they and their fellow community members assigned cultural investments a greater value than economic investments (e.g., infrastructure such as paved roads). Preliminary research suggests that leaders seeking casino or gaming site construction commonly identified cultural investments as an essential element of community development initiatives, and that they could be considered unique from and complementary to economic development initiatives. Louisiana developed an extensive system of levees throughout the Atchafalaya Basin and along its territorial Mississippi River. This system reached its zenith on the eve of the American Civil War. It went into dramatic decline following the conflict due to the confluence of military activity, protracted irregular warfare, and neglect stemming from labor and capital revolution. These shifts intensified with the 1863 Emancipation Proclamation and finally consolidated after the ratification of Louisiana’s Constitution of 1879. The national style of the 1950’s and early 1960’s was one of freedom, fantasy, and creativity. With the success of “Heroic Little Sisters of the Grassland”/草原英雄小姐妹(1965), the government administration, namely Jiang Qing of the “Gang of Four”, demanded that all animation should follow specific guidelines based on Social Realism guidelines. This paper offers a comprehensive political history of the Rhode Island Earned Income Tax Credit (EITC) and an analysis of Rhode Island EITC recipients. It explores the history of the Rhode Island EITC, an income subsidy available to low-income workers, from its introduction in 1975 through 2018. It details the forces behind expansions and reforms and the effects of those changes. It also analyzes microdata to construct a profile of current EITC recipients. The current study examines Italian laws and policies around migratory movements since Italy first became a modern nation state in 1861 up until April 2019, when the research was concluded. This paper is a case study of Italian migratory policies. It first looks at the way Italy’s early efforts at nation building coincided with the mass emigration of its citizens, informing its policies on emigration and colonial expansion. Military interventions in political affairs have hinder the process of democratization within countries like Pakistan. This single case study of Pakistan discusses why the military intervened into domestic affairs by discussing political, economic and social conditions within Pakistan after partition from India. This study shows that heavy reliance on the military post- partition decreased civilian authority and increased military supremacy. Moreover, this study also shows the shift from direct to indirect military intervention within Pakistan and concludes that the military will continue to influence political affairs indirectly if the elected civilian government threatens its interest.

This thesis examines cosmopolitan democracy theory as a method of addressing the problems of globalization. I begin by introducing the concept of “cosmopolitan democracy.” I then proceed to discuss contemporary political climate and its relation to critiques of globalization. Finally, I conclude by examining the elaborations of cosmopolitan democracy by various theorists as a way of addressing these problems. Chapter 1 introduces the work of David Held who introduced the concept in his book, Cosmopolitan Democracy and the Global Order: Reflections on the 20th Anniversary of Kant’s “Perpetual Peace.” Cosmopolitan democracy refers to global governance through democratic theory. Margaret Chase Smith was the first woman to serve in both houses of Congress and was well-known by her constituents in Maine as a principled, integrous public servant. In 1972, after 24 years in the Senate, Margaret Chase Smith lost her first ever election to democratic challenger, William Hathaway. Oral argument scholars like Adam Feldman have categorized the Supreme Court justices’ behavior during oral argument using the approach-based method, labeling each as one-sided, even-handed, or restrained. This approach is too narrowly constructed. Scholars sometimes categorize justices in terms of the tools they use, which include questions, hypotheticals, declarations, interruptions, tone of voice, and silence (Feldman 2018a). Neither of these methods alone produce a nuanced analysis of each justice’s actions during an individual case or across a Term. The Electoral College is used by the United States of America to elect the president every four years. It has been amended and updated several times; however, it remains an extremely convoluted and outdated system. Four presidencies were the product of incongruent elections –– the candidate won the electoral college but lost the popular vote –– and each of these presidencies resulted in immense consequences. Reforming the current electoral college will be difficult, but it is extremely vital and necessary. The American election system must be restructured so that it may fairly and adequately represent the voices of its citizens.

Thisarticle examines the newspaper Silangan, published in Winnipeg, Canada, from February 1977 to July 1982, to analyze the negotiation of Filipino identity in the diaspora. Over its six-year run, the columns in this newspaper dealt with issues of cultural maintenance, the importance of Filipino heritage, and political engagement in their adoptive homeland. A critical dialogue argued in support of certain aspects of life from the Philippines, such as extravagant pageantry and corrupt political practices.
