This professorial address contends that a scholarly, systematic, and impartial study of Marcos’s authoritarian rule is necessary, given the highly politicized interpretations of the past bequeathed to younger generations through textbooks and social media as well as the Philippine academic community’s general inability to analyze the defunct regime and to influence public discourse and shape public history. Social scientists must tap new sources of information, such as the Marcos Papers, to produce truthful and nuanced narratives of the past, even as they must endeavor to understand the Marcosian social fantasy and the sources of Filipino authoritarianism, which can illumine both …

Statutes governing preservation of presidential records must be adapted to accommodate presidents’ evolving use of social media accounts. The Freedom of Information Act is meant to promote government transparency, and subjects governmental agencies to information requests from members of the public. However, as it relates to social media records, the problem is one of volume; are the means of preservation currently in place able to adequately address the vast amount of records created by a President’s use of social media? Apartheid South Africa represented a paradox as a US ally and human rights pariah. “Genocide Masquerading” uncovers the implications of US foreign policy on the rise and decline of apartheid, looking specifically at the 1960 Sharpeville Massacre and the 1976 Soweto Uprising. By comparing Presidents Eisenhower, Kennedy, Ford, and Carter foreign policy responses, this thesis creates a comparative analysis of how effective, or ineffective, the United States was during pivotal moments in apartheid history. This thesis will not only expand on the developing South African literature but add to the conversation of international aid, diplomacy practices, and North-South relationships.

In countless speeches and articles in La Follette’s Magazine, Belle Case La Follette urged that women needed the vote to secure “standards of cleanliness and healthfulness in the municipal home,” and because “home, society, and government are best when men and women keep together intellectually and spiritually.” This range of often mutually exclusive arguments created an inclusive big tent. In 2017, Nepal held its first local elections in twenty years. These were the first elections held under Nepal’s new constitution, ratified in 2015, which transitioned the country from a unitary state to a Federal Democratic Republic. This case study analyzes the effect of the transition to federalism on decision-making and community representation in local governance in Annapurna Rural Municipality in West-Central Nepal. This study focuses specifically on education policy, one of the more public and contentious policy responsibilities devolved from the federal level to the local units under the new constitution. This paper will investigate the ways in which the politics of gender and sexuality during the Franco Regime in Spain (1936-1975) manifest in the transitional justice movement in Spain today. Under the Franco regime, gender and sexuality were policed through a series of ideological and repressive state apparatuses which the current democratic government has attempted to repeal and demolish. Through those apparatuses, bodies were punished, immobilized, and impressed upon in order to sort the demographic into normative hierarchized binaries for the purpose of legitimizing the state and exerting power in the service of domination over the populace. As countries embrace innovative technologies, thus increasing the speed of interstate communication, the overall nature of interactions between states is changing. Consequently, core diplomatic structures are shifting from the private realm to the public sphere. I argue that Information Communication Technology (ICT) is the major agent of this shift. Less distance between electorates and diplomatic agents due to ICT allows the public to more directly influence international diplomacy. The making of Euro-Australia occurred against the backdrop of two dimensions of its historical constitution. First, it occurred on the back of Britain’s entry into the Oceanian world and its intercivilizational encounters with Pacific cultures. This paper explores the underlying, foundational politico-social theories and themes that relate closely to radicalization, terrorism, democracy and the rule of law. It examines factors (touchstones) critical to these areas (political violence, terrorism, rule of law and democracy, along with democratic institutions). Some of these touchstones include the ‘lenses’ of identities, tribalism, and contrasts between identities, including cultural, linguistic, socialization and civilizational aspects.

This paper discusses the possibility that Confucianism will be put into political practice in present-day China. Although New Confucians in mainland China often call for the revival of Confucianism for the cure of many current social problems, there are some unconquerable obstacles, among which political construction is the most crucial. What is more noteworthy is that Confucianism itself has some doctrinal defects provoking those practical obstacles. Therefore, this paper argues that Confucianism, advocating a moral government of benevolence, is a doctrine of idealized political order, but it lacks the practical elements needed for realistic political operation.

Genocide Studies and Prevention: An International Journal

The article is an examination of the persons and trials of Soghomon Tehlirian and Sholem Schwartzbard, their political assassinations as acts of vengeance for genocide and pogroms, their trials and subsequent acquittals. It is also an examination of the influences of these two events on the evolved thinking of Raphael Lemkin on his conceptualization of the needs for an international law contra genocide. Finally, it also elaborates on what information is now available on both men and their associations, and what was known and unknown to Lemkin and whether or not these two cases remained centrally important to his understandings.

The Black Freedom Movement And The Politics Of The Anti-Genocide Norm In The United States, 1951 - 1967, Daniel E. Solomon

This article explores the political uses of the anti-genocide norm by black freedom activists in the United States between 1951, when the Civil Rights Congress petitioned the United Nations with evidence of genocide against black Americans, and 1967, when the topic of genocide returned to mainstream public debate with the beginning of William Proxmire’s campaign for US ratification of the Convention. Using public speeches and pamphlets of the US black freedom movement, and private documentation by movement activists, this paper demonstrates how black activists used the nascent anti-genocide norm to (1) critique the relationship between the US government’s role in …

Genocide Studies and Prevention: An International Journal

In this article, we outline the significance of the special issue on the scholarship of Raphaël Lemkin. We argue that genocide scholars tend to identify with one of three different types of Lemkin scholarship. Each of the articles for the special issue challenges these genres in an effort to extend the study of genocide in new directions. Moreover, we contend that this work suggests that genocide scholars should endeavor to extend the study of genocide beyond Lemkin's vision and writings.
