Does Capitalism Infringe Property Rights: A Reply To Peter Morriss, Chandran Kukathas

In a research note on 'How Capitalism Infringes Property Rights' {PoliticalStudies, XXXI (1983), pp. 656-61), Peter Morriss attempts to demonstratethat a Nozickian version of rights theory is incompatible with that account ofcapitalism which emphasizes the importance (and value) of entrepreneurialrisk-taking and entrepreneurial failure. Because bankruptcy is an acceptedconsequence of entrepreneurial failure, capitalism, which condonesbankruptcy, in fact condones the violations of the rights of creditors. The Economic Community of West African States (ECOWAS) was established by treaty in 1975 to promote the economic and political well-being of its 16 regional members. As a coordinated effort of geographically associated states ECOWAS joins an expanding group of regional integration schemes created by developing countries.

As an international organization with some claim to supranational authority the success of the ECOWAS scheme is of practical and theoretical importance. Success in this sense implies an increasing level of interaction among the ECOWAS members and the development of a regional economic and political position toward non-member states. Not since the 1930s have I been as concerned for the short term future of American agriculture as I am now. Last year's net farm income is estimated at only about $15.5 billion. In the aggregate, and in real term, that is the lowest it has been in decades. Fortunately, on a per capita or per farm basis the numbers are less depressing and, fortunately, they will begin to trend upward again in 1984. The Journal of Sociology & Social Welfare

Supply-side tax and spending policies have intensified poverty, unemployment and inequality, especially for women, minorities and organized labor. At the same time Reaganomics is shrinking and weakening the welfare state. To better understand and resist this conservative assault it is necessary to demystify the "economics" and "politics" of supply-side doctrine. This paper (a) defines the basic assumptions of supply-side economics; (b) identifies some of its problems and contradictions; (c) discusses its impact on the welfare state; and (d) analyzes it as part of a broader plan for coping with the current economic crisis. The social system of Weimar Germany has always been controversial. From the start 1Weimar society was characterized by a peculiar fluidity: between 1913 and 1933, the German Reich, commonly referred to as the Weimar Republic, was a virtual laboratory of sociocultural experimentation. In the streets of German towns and cities, political armies competed for followers--a process punctuated by assassinations and advertised by street battles embroiling monarchists, imperial militarists, nihilistic war veterans, Communists, Socialists, anarchists, and National Socialists. Parliamentary activity involved about twenty-five political parties whose shifting alliances produced twenty governmental cabinets with an average lifespan of less than nine months.
