Entrepreneurship And Economic Development: A Critique Of The Theory, Rhoda E. Howard-Hassmann

This thesis is a criticism of the "entrepreneurial school" of economic development, which contends that a major cause of underdevelopment in the Third World is the poor "entrepreneurial spirit" in these areas. The entrepreneurial spirit consists of certain values and behaviour which it is presumed existed in the West at the time of its development. To test the validity of this theory empirical evidence on entrepreneurs is examined; this evidence includes historical data on the West, especially the United States and France, and twenty-one area studies of entrepreneurs in the Third World. In the post World War II period, these problems have been intensified and become more complex. Students of international economics often feel perplexed by numerous divergent and diametric views that well-trained and prudent men frequently offer for the solutions of what appear to be rather simple problems. This paper is not directed to the question of whether the Treasury should or should not practice in the public sector what the Clayton Act prohibits in the private sector. The paper is concerned exclusively with the theoretical question of whether the Treasury would necessarily receive higher prices by employing price discrimination than it could get by selling the issues at a single price. From a theory of bidding under uncertainty, which seems to apply naturally to the Treasury auction, it will be shown that buyers may be expected to enter lower bids under price discrimination than they would for …

The increase of city expenditures was noticeable for the past two decades. During the depression there arose a greater demand on the part of both tax payers and city officials for some information concerning the costs of city government, what was responsible for the increase, for what municipal funds were expended, and where the cost of city government was headed.
